The City of University Park ("City") announces an Request for Proposals ("RFP") for Shrubs and Groundcover - Selection, Transport, Installation, Maintenance The City of University Park, TX seeks proposals from qualified vendors to source, purchase, and install shrubs and groundcover per the included RFP documents in Snider Plaza during a phased rehabilitation project. The Successful Respondent will also provide twelve (12) months of maintenance, starting immediately after installation. The Successful Respondent must have recent experience with projects of similar size and scope within the last three (3) years. SCOPE OF WORK General The Respondent/Vendor selected for the award of this contract will be referred to hereinafter as "Contractor". The City of University Park, TX, is seeking qualified vendors to select, and install various shrubs, ornamental grasses, perennials, and groundcovers, at designated points in Snider Plaza, according to the contract documents. After the plants are installed, the Contractor will provide comprehensive maintenance for one (1) year. The Contractor will supply all equipment and personnel required to transplant and care for the plants according to industry best practices for safety and plant health. The Contractor must also provide references who can attest to the Contractors' successful completion of similar projects. Plant installation will be scheduled after the construction work is substantially complete. Communication between the Contractor and the City will be critical as the City will need to alert merchants, residents and patrons of any closures to the Plaza that are related to this project. Plant Characteristics See full planting list in contract documents and on pricing tables Container type: gallon or 6" pot Well rooted, full potted plants required, with firm connection between plant trunk and root ball. Root collar is visible and there are no girdling roots present. Plants grown in north Texas are preferred. Plant Selection and Procurement The Contractor shall provide a selection of plants from qualified nurseries that are pre-approved by the City of University Park. The Contractor shall be responsible for procurement, ensuring that all plants meet specified size and quality requirements. The City will inspect the plants prior to procurement. Any plants that do not meet the City's acceptance criteria may be rejected. The Contractor shall procure and supply necessary planting materials, including soil amendments, mulch, and any stabilization devices. Transportation, Delivery, and Installation The Contractor shall coordinate transportation logistics, ensuring plants are handled with care to prevent damage during transit. Transport vehicles must comply with all safety regulations and should be equipped to protect foliage during travel. The delivery site shall be at Snider Plaza, and the Contractor shall ensure that all delivery methods comply with local traffic and safety regulations. Parking in and around Snider Plaza can be very challenging. The City will work with the Contractor to identify where to park and stage equipment while at Snider Plaza. The installation process shall be scheduled in consultation with the City to ensure minimal disruption to the public. Plants shall not be on-site more than 24 hours without being installed. Immediate planting is preferred. If plants are not planted directly into the final location, plants shall be watered again within 24 hours and again prior to being installed. Irrigation for each bed is included in the Snider Plaza paving contract. Irrigation has been routed to each bed, and each planting area has been backfilled with the appropriate planting material and filter fabric. The respondent is expected to prep each bed prior to plant install, and coordinate work with the City's paving contractor to coordinate irrigation installation. This will involve: Removal and inspection of soil for reuse Removal and inspection of filter fabric for reuse Placement of plants per plans and details Backfill and filter fabric replacement Mulching Irrigation connection. Irrigation plans and silva cell plans are included as attachments for information purposes only. Post-Transplant Maintenance The Contactor will provide maintenance for twelve (12) months. Post transplant maintenance specifications are included in Attachment B - Maintenance Specs. The Contractor will provide monthly progress reports to the City's Director of Parks and Recreation or his designee regarding the status of the plant materials. Miscellaneous All employees and any subcontractors hired by the Contractor must be equipped with safety clothing and gear appropriate for the phase of the project on which they are working. Safety gear will be provided at the Contractor's expense. All employees and any subcontractors hired by the Contractor must be polite and courteous to the public when working in Snider Plaza. The City may require the Contractor to replace any worker who does not adhere to this requirement. Any questions or complaints from the public should be directed to the City's Director of Engineering. The Contractor's vehicles will follow the City's traffic and parking requirements while in Snider Plaza. Work is permitted Monday through Friday, 7:00 AM - 6:00 PM and Saturday from 8:00 AM - 5:00 PM. Work outside of these hours must be authorized by the City, in writing and 48 hours in advance. The Construction Contingency item is to be used during construction at the discretion of the Director of Engineering for additional work or authorized field changes not covered in the original contract. This item will be controlled by the City and will only be used at the Director of Engineer's discretion. The Contractor has no right or guarantee to the use of this item. Contract Duration May 2025 - December 2026 Prices Good For 90 days Bid Bond Required Question Deadline 04/30/2025 at 4:00 PM CT All questions must be submitted through electronically. It is inappropriate for any Respondent to discuss this solicitation with any City employee or representative other than the Purchasing Manager during the solicitation and evaluation processes. The City may disqualify any Respondent who engages in any such discussions. Questions asked during any official interviews with the selection committee are excluded from this requirement. The City of University Park Appreciates Your Time and Effort in Preparing a Response to Our Solicitations. Please Note That to Be Considered, All Submissions Must Be Received in the Purchasing Office Before the Published Deadline. Submissions Received After the Deadline Will Not Be Considered for the Award of a Contract and Will Be Considered Void and Unacceptable. The City of University Park is Not Responsible for Lateness of Courrier/carrier, Traffic Delays, Extended online Upload Times, Etc., and the Clock in the Purchasing Manager's Office Shall Be the Official Time of Receipt. Paper proposals must include one (1) unbound original document in a sealed, opaque envelope bearing the respondent's company name, address, RFP title, City of University Park RFP number, date, and time stated for the submission deadline. E-mail or Facsimile (FAX) submissions will not be accepted. All proposals must be accompanied by a bid bond worth five percent (5%) of the total proposal amount. The City's preferred bid bond form is included in the Vendor Questionnaire. The Successful Respondent will also be required to get performance and payment bonds worth one hundred percent (100%) of the total contract value. Such bonds will be required after contract award but before notice to proceed is issued. Award of Contract The City Reserves the Right to Award This Contract by One of the Following Methods. The Method Selected Will Be in the Best Interest of the City, as Determined by the Purchasing Manager. To the Lowest Responsible Bidder(S), Bidding All Items and Meeting All Specifications; To Award to One or More Bidders; To the Lowest Responsible Bidder(S) Meeting Specifications, Per Line Item; If Specified, to the Low Bidder(S) Meeting Specifications, Per Category. To Qualify for an Award of a Category, a Bidder Must Bid All Items Within That Category. If All Items of a Category Are Not Bid by All Vendors, Award Shall Be Made in the Best Interest of the City. To the Bidder(S) Who Provide the Goods or Services Specified in the Solicitation at the Best Value to the City in Compliance With Texas Local Government Code, Section 252.043. To Waive Any Minor Defect, Irregularity, or Informality in Any Submission. The City Reserves the Right to Reject Any or All Submissions, to Waive Formalities, or to Proceed Otherwise When in the Best Interest of the City. Question Deadline 04/30/2025 at 4:00 PM CT
