The City of University Park ("city") Announces an Request for Proposals ("Rfp") for Medium Street Trees - Selection, Transport, Installation, Maintenance. The City of University Park, TX seeks proposals from qualified vendors to source, purchase, transport, and install medium street trees as specified in these documents. Installation will take place in Snider Plaza at the conclusion of a major surface rehabilitation project. The Successful Respondent will also provide twelve (12) months of post-transplant monitoring and as-needed maintenance on each tree, starting immediately after installation. The Successful Respondent must have a certified arborist on the project team and will have recent experience with projects of similar size and scope within the last three (3) years. The City of University Park is located five (5) miles north of downtown Dallas. It is 3.7 square miles in size and has approximately 24,000 residents. First annexed in 1924, the City is a predominantly residential community in a dense urban area. The City has many narrow streets, large trees and aging infrastructure. Snider Plaza is the City's oldest retail center. The Plaza was first established in the 1940's and many of its merchants and patrons are life-long residents of University Park. A major construction project to rehabilitate the plaza's streets and hardscape started in May 2024 and is expected to be substantially complete in the Fall of 2025. Construction is being phased in order to minimize the disruption to retail traffic. New landscaping is a part of this project and the plans include the addition of large cathedral oaks at key intersections (installed under separate contract), and additional street trees throughout the parking areas. The City, the construction contractor and the Successful Respondent will work together on the timing of the installation of the trees in this contract. The Contractor must be experienced in arboriculture and tree installation to ensure successful establishment and growth of the trees. The Contractor must provide at least one (1) certified arborist on-site during all handling of trees. The Contractor must also provide references who can attest to the Contractors' successful completion of similar projects. Trees will be installed into prepared beds, the majority of which have Silva cells, drainage, and irrigation already installed. Tree installation will be scheduled after the construction work is substantially complete. Communication between the Contractor and the City will be critical as the City may need to alert merchants, residents and patrons of any closures to the Plaza that are related to this project. This is a one (1) time contract. Installation should occur when construction is complete - the City expects that this will be in the Fall of 2025. Warranty maintenance term should begin immediately after each tree is transplanted and last for twelve (12) months. The City will work with the Successful Respondent regarding the exact timing. Question Deadline 04/30/2025 at 4:00 PM CT All questions must be submitted through online. All proposals must be accompanied by a bid bond worth five percent (5%) of the total proposal amount. The City's preferred bid bond form is included in the Vendor Questionnaire. The Successful Respondent will also be required to get performance and payment bonds worth one hundred percent (100%) of the total contract value. Such bonds will be required after contract award but before notice to proceed is issued. The method selected will be in the best interest of the city, as determined by the purchasing manager. To the lowest responsible bidder(s), bidding all items and meeting all specifications; To award to one or more bidders; To the lowest responsible bidder(s) meeting specifications, per line item; If specified, to the low bidder(s) meeting specifications, per category. To qualify for an award of a category, a bidder must bid all items within that category. If all items of a category are not bid by all vendors, award shall be made in the best interest of the city. To the bidder(s) who provide the goods or services specified in the solicitation at the best value to the city in compliance with texas local government code, section 252.043. To waive any minor defect, irregularity, or informality in any submission. The city reserves the right to reject any or all submissions, to waive formalities, or to proceed otherwise when in the best interest of the city. Bid date notes: Paper proposals must include one (1) unbound original document in a sealed, opaque envelope bearing the respondent's company name, address, RFP title, City of University Park RFP number, date, and time stated for the submission deadline. E-mail or Facsimile (FAX) submissions will not be accepted.
