The Lapeer County ISD Board of Education is soliciting bids from qualified vendors to upgrade the HVAC controls at its Education & Technology Center. No oral bid or bids submitted via telephone, email, telegraph, or facsimile will be accepted. The successful bidder(s) must be prepared to provide Certificates of Acord confirming they have the following insurance coverages upon request: a. Worker's Compensation (minimum $100,000) b. Liability (minimum $300,000) c. Coverage pertaining to vehicles, property damage and public liabilities, and personal injury. The successful bidder(s) must be prepared to provide 3 references upon request. Bids that exceed $50,000 must include a certified check or bid bond payable to the Lapeer County ISD in an amount equivalent to 5% of the base bid. Bids must be guaranteed for 90 days from the date of the bid opening. Project overview o This project is to replace Lapeer County Educational and Technology Center (Owner) existing BAS (Building Automation System) We currently utilize TridiumN4 Based System. o The goal is to get a Non-Proprietary/Open Source system to provide energy efficiency, occupant comfort, system reliability and integration with other building systems. The core functions of the system shall be. HVAC Control: o Temperature regulation o Humidity control o Air quality management o Demand Ventilation control User Interface: o Intuitive and user-friendly interface o Mobile app compatibility o Customizable dashboards Scalability: o Ability to accommodate future growth and expansion o Modular design for easy upgrades Project Scope and Requirements o Building Management System (BMS), utilizing direct digital controls. o Products Supplied but not Installed Under This Section: 1. Control valves. 2. Flow switches. 3. Wells, sockets and other inline hardware for water sensors (temperature, pressure, flow). 4. Automatic control dampers, where not supplied with equipment. 5. Airflow measuring stations. 6. Terminal unit controllers and actuators, when installed by terminal unit manufacturer. 7. Variable frequency drives. (This does not include VFDs integral to machinery such as chillers or boilers). o Products Installed but not Supplied Under This Section: 1. None. o Products Not Furnished or Installed but Integrated with the Work of This Section: 1. Chiller control systems. 2. RTU control systems. 3. Boiler control systems. Scope: Furnish all labor, materials and equipment necessary for a complete and operating Building Management System (BMS), utilizing Direct Digital Controls as described herein. Drawings are diagrammatic only. All controllers furnished in this section shall communicate on a peer-to-peer bus over an open protocol bus (Examples: LonTalk, BACnet, MODBUS). 1. The intent of this specification is to provide a system that is consistent with BMS systems throughout the owner's facilities running the Niagara 4 Framework. 2. System architecture shall fully support a multi-vendor environment and be able to integrate third party systems via existing vendor protocols including, as a minimum, LonTalk, BACnet and MODBUS. 3. System architecture shall provide secure Web access using any of the current versions of Microsoft Internet Explorer, Mozilla Firefox, or Google Chrome browsers from any computer on the owner's LAN. 4. Any control vendor that shall provide additional BMS server software shall be unacceptable. Only systems that utilize the Niagara 4 Framework shall satisfy the requirements of this section. 5. The BMS server shall host all graphic files for the control system. All graphics and navigation schemes for this project shall match those that are on the existing campus Niagara 4 Framework server. 6. Owners existing graphical user interface shall be rebuilt and floor plan views shall match mechanical drawings and have a full view of the building as a whole. 7. Tridium "Kit" graphics shall not be acceptable. 8. Owner shall receive all Administrator level login and passwords for engineering toolset prior to the final 10% of the project payment. The Owner shall have full licensing and full access rights for all network management, operating system server, engineering and programming software required for the ongoing maintenance and operation of the BMS.
