Reference Number 0000384864 Questions are submitted online No The Town of East Greenwich is requesting Proposals from consulting engineers with expertise in the design and implementation of wastewater treatment facility (WWTF) ultraviolet (UV) disinfection systems that meet or exceed Federal and/ or State regulations regarding same. Incorporated in 1677, the Town of East Greenwich, a municipality in land area of 16.71 square miles in the State of Rhode Island (RI) that lies within Kent County, with an approximate population of 14,312 (2010 Census). Located in central Rhode Island, it is bounded by the Town of West Greenwich to the west; the Town of North Kingstown to the south, the Cities of Warwick and West Warwick to the north; and Narragansett Bay to the east. The purpose of this RFP is to solicit proposals for a complete engineering design and construction management services for the replacement of the existing ultraviolet (UV) disinfection system at the town’s WWTF. The WWTF is located at 21 Compton Avenue in East Greenwich. It sits adjacent to Greenwich Cove, where its treated effluent is discharged. The WWTF receives wastewater from a series of gravity sewers and pump stations, including the Water Street Pump Station located on the WWTF site. The existing WWTF includes preliminary treatment, primary treatment via primary clarifiers, secondary treatment via the RBC process, and tertiary treatment for total nitrogen removal via biologically aerated filters (BAFs) and denitrification filters (DNFs). Disinfection is achieved via ultraviolet (UV) disinfection before the final effluent is discharged to Greenwich Cove. The WWTF is permitted to discharge up to 1.7 MGD of treated wastewater effluent on a (maximum) monthly average basis to Greenwich Cove, as specified in the plant’s RIPDES permit. The RIPDES permit also requires secondary treatment on a seasonal basis. From May through October, the plant must achieve average monthly effluent BOD5 and TSS concentrations of 15 mg/L or less. During this same period, average monthly effluent TN concentrations must be 5 mg/L or less (71 lbs./day, on a mass basis).
