The existing Palm Coast WWTF No. 1 is a conventional activated sludge (oxidation-ditch) domestic wastewater plant with a permitted Annual Average Daily Flow (AADF) capacity of 6.83 million gallons per day (MGD) and operates under the Florida Department of Environmental Protection (FDEP) Permit No. FL0116009. The WWTF No.1 expansion will add 4.0 MGD, ADDF treatment capacity using a 5-stage Barenpho treatment process to achieve advanced wastewater treatment (AWT). The existing oxidation ditches will be upgraded to achieve AWT but the scope of this RFP doesn't include the upgrade. CPH Consulting, LLC (Engineer) has been engaged by the City to deliver engineering services for the design and permitting phases of the WWTF No.1 expansion. Wharton-Smith, Inc (Contractor) has been chosen by the City as the general contractor, utilizing the Construction Manager at Risk (CMAR) method. The expansion will add a 4.0 MGD, AADF capacity treatment process by the following units to meet the AWT requirements: 1. Influent pump station 2. Headworks - grit removal and screen equipment 3. Odor control system 4. Flow equalization(EQ) tank with aeration and mixing equipment 5. EQ pumping systems 6. Anerobic tanks 7. Pre-Anoxic tanks 8. Aeration tanks (oxic tanks) 9. Post-Anoxic tanks 10. Reaeration tanks 11. Blower Systems, diffuser systems and DO control system for the oxic zones and reaeration zones 12. Mixing equipment for all anaerobic, fermentation and anoxic tanks 13. Return activated sludge pumps and internal recycle pumps 14. Clarifiers 15. Sludge holding tanks 16. Disk filters 17. Chlorine Contact Chambers (CCC) 18. Reclaimed water transfer pumps 19. Chemical feed systems including alum, Micro-C, sodium hypochlorite, polymer and other chemical storage and feed systems 20.
