Site work and paving for a road / highway in Lockport, New York. Completed plans call for site work for a road / highway; and for paving for a road / highway.

This project provides for the milling and resurfacing of 1.19 miles of Upper Mountain Road (CR 5) an urban minor arterial road located in both the Town and City of Lockport, Niagara County. Along with the overlay treatment, this segment will also include spot repairs to the pavement and shoulder reconstruction. The rehabilitation of a box culvert is also included in this project along with the decommissioning and removal of 3 traffic signals along Upper Mountain Road that no longer meet current warrants for traffic signals, and other miscellaneous storm drainage improvements. Pavement markings will also be restored to meet current standards. East of Sunset Drive which is the eastern mill and overlay limit, the project will complete minor repairs and crack filling/sealing of the pavement for an additional 0.55 miles. Bids should be made in writing on the forms furnished with each set of Contract Documents. All bidders must submit all of SECTION 1 of this proposal with their bid. A The envelopes should be clearly labeled "Upper Mountain Road (CR 5) Rehabilitation Project". Question Deadline 05/08/2025 at 4:00 PM ET Questions can be submitted in writing to Niagara County Purchasing Department, 59 Park Avenue, Lockport, New York 14094, or emailed to Norman D. Allen, PE, norman.allen@niagaracounty.gov, and must be received by 4:00PM on May 8, 2025. The official time for the receipt of bids will be the time shown on the time stamp located in the Niagara County Purchasing Department, 59 Park Avenue, Lockport, New York 14094. E-mailed or faxed bids will not be accepted. Whether a bid submission is sent by mail or by means of personal delivery, Bidders assume full responsibility for having their bids deposited on time at the place specified. All bids received after the day and time stated will not be considered and will be returned unopened to the Bidder. Security procedures are in effect at the Niagara County Purchasing Department Building. Interested parties, especially contractors who intend to hand deliver bids and/or conduct business with Niagara County, should allow sufficient time for any delay which may arise as a result of security procedures. To be considered "delivered on time", a submission must be received by County Administration by the appointed day and time. Only written Requests for Information (RFIs) will be accepted. The questions received and all answers will be sent to all in receipt of the bid documents via addendum if necessary no later than 4:00 PM on May 9, 2025. If necessary, an Addendum to the Bidding Documents will be issued no later than May 12, 2025. No Bidder may withdraw his bid within forty-five (45) days after the actual bid opening. The County of Niagara reserves the right to waive any and all informalities in or to reject any or all bids. The Owner further reserves its right to disqualify Bidders for any material failure to comply with the "INSTRUCTION TO BIDDERS" All bids must be accompanied by a fully executed Non-Collusion Certification and Attachment "D" Certification "Iranian Energy Sector Divestment" pursuant to New York State General Municipal Law Section 103-g in order to be considered. The County of Niagara reserves the right to reject any and all bids. Construction of this project will be done in strict accordance with the New York State Department of Transportation (NYSDOT) policies, procedures, and Standard Specifications (U.S. Customary Units), latest edition, and all addenda in effect on the date of advertisement for bids. The General Provisions of Contract, Contract Forms of Proposal, Agreement, Bonds, General Construction Specifications, Materials of Construction that are contained within the Specifications will be adhered to in all respects. Niagara County and the New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statutes, as amended, issued pursuant to such Act, hereby notify all who respond to a written solicitation, request for proposal or invitation for bid, that they will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration for an award. *The value for this project is based on a financial range.
