Site work and paving for a mixed-use development in San Luis Obispo, California. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
All questions regarding this IFB MUST be submitted to Robert Hawkins, at Robert.Hawkins@cmd.ca.gov no later than 4:00 PM on 5/8/2025. Work to include: The contractor shall provide labor, materials, equipment, tools, bonds, and insurance to update and repair the existing parking area with new AC Pavement and improve storm water drainage. A BID BOND, in the amount of at least 10% of the bid amount must be submitted by the contractor with the Proposal Form if the contract exceeds $25,000.00 utilizing a bond form provided by the Surety. A PAYMENT BOND, Standard Form 807, in the amount of 100% of the contract amount must be submitted by the successful bidder at the time signed contracts are returned to the Military Department if the contract exceeds $25,000.00. A PERFORMANCE BOND, in the amount of 100% of the contract amount must be submitted by the successful bidder at the time signed contracts are returned to the Military Department if the contract exceeds $10,000.00 and progress payments will be made. The Military Department reserves the right to reject any or all bids. Work will consist of furnishing notifications, fees, labor, materials, disposal needs, equipment, and warranties. Contractor is responsible for all necessary permits, providingsupervision, quality control and safety during the entire project. Contractor will beresponsiblefor having all underground utilities marked prior to Job Start. Contractor is responsibleforimplementing best practices to protect the environment in accordance with state, local lawsandprovisions in the California Military Department environmental recommendationsprovided. Work shall be performed during normal business hours, unless otherwise specified. Anydamage done by the contractor shall be repaired or replaced at no additional cost totheArmyNational Guard. All concrete and asphalt removed shall be recycled/disposedof off post at theproper facility. Submit copies of recycled material weigh master tickets to thegovernment. The primary objective is to update and repair the existing parking area with newACpavementand improve storm water drainage from the site. This project will involve the reconstruction of the existing 88Masphalt parkingareaonHumboltAvenue at Camp San Luis Obispo, California. Currently, the parking lot is surfacedwithasphalt/concrete and is bounded on three sides by Humbolt Avenue, Amador Avenue, andSanJoaquin Avenue. The fueling facility is located on the fourth side. Five borings were drilled to depths of five feet across the parking area. Boringlogsarealsoattached. Bulk samples were tested for Moisture-Density relationship, R-valueandevaluatedforunconfined compressive strength after being treated with cement. The borings encountered sandy lean clay and clayey sand. Beneath the 1.5to2.0inchesof existing asphalt concrete (AC) pavement section. The pavement section generallyincludedasingle layer of AC with a total thickness ranging from 1.5 to 2.0 inches with theexpectationof boring 2 which was drilled in a raised pad and consisted of 3.5 inches of AC. Noaggregatebaselayer was encountered in borings 1 and 2, boring 3 encountered 3.5 inches of aggregatebase,boring 4 5 inches of aggregate base over 3 inches of sand, and boring 5 3 inchesof aggregatebase over 2 inches of clay over 4 inches of concrete. Soil samples were visuallyidentifiedingeneral accordance with the Unified Soil Classification Systemand ASTMD2488-17.
