The City of Rio Vista is pleased to invite qualified firms to submit proposals in response to our Request for Proposal (RFP) for On-Call Planning Services. The selected firm will provide professional planning support to assist with development review, long-range planning, and many other planning-related services. SCOPE OF SERVICES Rio Vista is located in the southern corner of Solano County, adjacent to the Sacramento River. Rio Vista incorporated on December 30, 1893 and has a population of 10,000. The City is a general law city and operates under the City Council-City Manager form of government. The purpose of the On-Call Planning Support Services contract is to ensure that sufficient resources are available for planning-related matters. The selected firm will provide on-call planning services to support the City of Rio Vista with a wide range of planning and development activities. The firm shall provide expertise in land use planning, zoning analysis, environmental review, community engagement, and other related services as required. The firm will be responsible for providing professional planning services that may include, but are not limited to: Advanced planning Entitlement processing Comprehensive and strategic planning support Zoning and land use analysis Environmental and sustainability planning GIS mapping and spatial analysis Development review and entitlement processing Housing and transportation planning Urban design and place-making Project management and coordination with public agencies The selected firm will be expected to provide: Attend and present projects at Planning Commission Meetings and City Council meetings Technical reports and studies GIS maps and spatial data analysis Community engagement plans and facilitation materials Policy recommendations and zoning code amendments Environmental review documents Development review assessments Presentations and public meeting support Other planning-related documents as needed The firm must demonstrate the ability to: Provide timely and responsive service Ensure accuracy and quality of deliverables Communicate effectively with stakeholders Comply with all applicable local, state, and federal regulations Work collaboratively with City of Rio Vista staff and external partners The Consultant is invited to offer additional services at their discretion.
