The City of Modesto (City) is soliciting Request for Proposals / Request for Qualifications (RFP / RFQ) for Construction Management, Inspections and Materials Testing for the Dryden Park Golf Clubhouse Reconstruction for the City of Modesto. The purpose of the project is to Completely reconstruct the former Dryden Park Golf Course Clubhouse building. Cost proposals shall be submitted as a separate file if stated in this Request for Proposals / Request for Qualifications (RFP / RFQ). An upload area stating such will be made available within this Request for Proposals / Request for Qualifications (RFP / RFQ) on the City Procurement portal. If such a requirement is noted in this Request for Proposals / Request for Qualifications (RFP / RFQ), no cost information should be present in the other uploads you provide unless otherwise specified within this Request for Proposals / Request for Qualifications (RFP / RFQ). The scope of services set forth in this RFP/RFQ is not all-encompassing, representing an outline of most tasks City staff perceives as important to the successful execution of construction management, inspection, and materials testing services for the project. The precise scope of services to be incorporated into the subsequent Consultant Agreement will be negotiated between City staff and the successful proposer. It is anticipated the project will require services of a full-time construction manager, construction inspector(s) and other support staff; however, the consultant is encouraged to suggest any changes to this scope of services (as a part of their proposal) that would add value to the project. Construction Management Services (CMS) are intended to consist of thorough project understanding and full-service responsible charge of all construction management services immediately following award of contract including construction management, site inspection, materials testing, special inspection services, and public outreach. The selected CMS team will have the following primary responsibilities during the construction phase: Project Oversight Documentation and Document Control Contract Administration Construction Management/Coordination Schedule and Conduct Construction Progress Meetings (frequency TBD) Quality Control, Inspection and Testing Materials Testing Public Outreach Time-lapse Construction Camera Services (*see minimum requirements listed below) Start-Up, Closeout and Acceptance *Time-Lapse Construction Camera - Minimum Requirements: The scope of services includes, but is not limited to: Installation of the timelapse camera system at the construction site including: Mounting Power Weatherproof Wireless Wide lens for broad coverage Night vision capabilities High resolution, minimum 16MP Remote access (secure online portal for authorized personnel to view real time footage of site) Regular maintenance and inspection of the camera equipment to ensure optimal performance Monitoring the timelapse footage to ensure continuous recording and high-quality output Providing a final time lapse video at the end of the project. Providing technical support and troubleshooting services (as needed basis) Uninstalling the camera system upon completion of the construction project Award Construction Contract:July 2025 Notice to Proceed: Fall 2025 A selection committee will evaluate all submittals; however, the Request for Proposals / Request for Qualifications (RFP / RFQ) does not commit the City to award a subsequent Agreement for Consultant Services, to pay for any costs incurred in preparation or presentation of the Proposals / Statements of Qualifications, or to procure a contract for services. Following the selection committee's evaluation of submittals, interviews may be conducted and your firm may be contacted to schedule an interview date. Afterwards, the City may select a consultant to proceed with this project. The selection considerations for evaluating the submitted documents are included in this Request for Proposals / Request for Qualifications (RFP / RFQ). This Request for Proposals / Request for Qualifications (RFP / RFQ) contains specific instructions and requirements for preparing and submitting a Proposals / Statements of Qualifications. Due to scheduling, requests to meet with City staff to discuss this Request for Proposals / Request for Qualifications (RFP / RFQ) will not be considered. The Dryden Park Municipal Golf Course, located at 920 Sunset Avenue in West Modesto, is a 127-acre city-owned park situated along the scenic Tuolumne River. Serving as a longstanding recreational asset for the region, the golf course is undergoing a major transformation through the Dryden Park Golf Course Clubhouse Reconstruction Project. This project entails the complete replacement of the former clubhouse facility, which will be relocated to a new site atop the river bluff, outside of the designated 100-year flood zone. The relocation and reconstruction efforts are designed to modernize the facility, improve resiliency, and enhance public access and use. The primary goal of the project is to significantly increase recreational opportunities for local residents and visitors alike, contributing to the overall vitality and appeal of the community. This project aims to significantly increase recreational opportunities for local residents and visitors by introducing a new golf pro shop, a full-service restaurant with indoor and outdoor seating, private event spaces, a new putting green, updated restrooms, improved area lighting, an upgraded parking lot, and comprehensive all-inclusive, ADA-accessible improvements. The project is funded through Local Park Funds and represents a significant investment in the recreational infrastructure and community enrichment of West Modesto. Requests for Clarifications, Corrections or Modifications:August 25, 2025, 4:00pm Question Response Deadline:August 28, 2025, 4:00pm Any requests for clarifications, corrections or modifications of this Request for Proposals / Request for Qualifications (RFP / RFQ) shall be submitted through the Question & Answer section of this Request for Proposals / Request for Qualifications (RFP / RFQ) on the City before 4:00 pm on Friday, May 16, 2025. Responses from the City will be communicated in writing with all responses provided to all approved questions posted publicly and as an addendum, if needed. The City of Modesto reserves the right to reject any Proposals / Statements of Qualifications that contains unauthorized conditions or exceptions. Committee Review Complete *:June 2025 Consultant Interview, if needed *:June 2025 Council Approval *:July 2025 Notice to Proceed *:Fall 2025 The City reserves the right to accept or reject all proposals, or any item or part thereof, and to waive any informalities or irregularities. The City also reserves the right to withdraw this RFP/RFQ at any time without prior notice, with no guarantee that any agreement will be approved with any firm responding to this RFP/RFQ. Additionally, the City reserves the right to postpone proposal openings for its own convenience. The method of Contractor Selection has not been Determined at this time.
