SCOPE OF WORK The PROJECT will be bid as a Base Bid with one (1) Additive Bid as further described below: PRE-BID CONFERENCE NTB-1 UNION COUNTY, South Carolina is soliciting sealed and competitive bid proposals for the RUNWAY 5-23 REHABILITATION PROJECT, FAA A.I.P. Project No. 3-45-0056- 017/018-2023 at the Union County Airport. Hard-copy bid proposals will be received at 198 Airport Rd, Union, South Carolina 29379, until 2:00 p.m. local prevailing time on Tuesday, May 27, 2025. An in-person bid opening will be held. Any bid received after the scheduled closing time for receipt of bids shall be returned to the bidder unopened. A MANDATORY Pre-Bid Conference will be held in the terminal building at Union County Airport located at 198 Airport Rd., Union County SC 29379 on Tuesday, May 13, 2025 at 11:00am local prevailing time, after which a site visit will be offered for all attendees. The purpose of the meeting is to highlight the project, explain pertinent FAA regulations and requirements, and provide bidders a chance to visit the site. Attendance at the conference will be evidenced by the representative's signature on the attendance roster. CONTRACT TIME Contract time will be 46 contract days (76 consecutive calendar days) for an award ofthe Base Bid and Additive Bid #1 or 46 contract days (76 consecutive calendar days) for an award of the Base Bid from the date of Notice-to-proceed in accordance with the Construction Safety and Phasing Plan No. 1 (CSPP-1). The base bid includes construction work for pavement rehabilitation on Runway 5-23 (3508 feet long x 60 feet wide) and a portion of the center taxiway connector. Associated work includes milling and levelling of existing asphalt pavement, joint sealing, asphalt pavement overlay, pavement markings, some runway shoulder grading and erosion control. Additive Bid #1 includes new runway and taxiway edge lighting, new REILs for Runway 23, and new 2-light PAPI units for both Runway 5 and Runway 23. o Base Bid - The Base Bid work consists of asphalt pavement rehabilitation for Runway 5-23. The new pavement section consists of a nominal 2.5 to 3.5-inch asphalt overlay placed over existing pavement as detailed in the Typical Sections in the plan set. Milling, levelling, and joint repair of existing runway pavement will be required prior to overlay as depicted in the plan set. Some runway shoulder grading will also be required as depicted on the grading plan. o Additive Bid #1: Consists of removal of existing airfield lighting equipment and installation of new LED runway and taxiway edge lighting. This scope will also include installation of new REILs for Runway 23, and replacement of existing PAPIs with new 2-box PAPIs as detailed on the electrical drawings. Vault work will include replacement of existing PAPI and Runway/Taxiway lighting regulators as well as new homerun circuits.
