**As of June 26,2025, this project has not yet been awarded. A timeline for the award has not yet been established.** The objective of the project is to replace four existing 230 kV oil circuit breakers with new 230kV City-furnished SF6 circuit breakers (CB-440, CB-450, CB-460, and CB-470), replace existing 230 kV main and auxiliary bus sections, replacement of existing 230kV disconnect switches with new 230 kV City-furnished disconnect switches (441, 442, 444, 451, 452, 454, 461, 464, 471, 472, and 474), installation of new 230 kV City-furnished surge arrestors, interconnection of new 230 kV circuit breakers and CVTs with the existing protective relaying system, upgrades at the South Yard including replacement of disconnect switch 495 and associated conductors and CTs/PTs, field-testing of all new and existing equipment part of this project, and preparation, in coordination with PG&E, of commissioning and start-up specifications that include the South Yard tie-in, including ownership and control of the components. The work is to be performed in Stanislaus County, California. This Project is subject to compliance monitoring and enforcement of prevailing wage requirements by the California Department of Industrial Relations ("DIR") and the San Francisco Office of Labor Standards Enforcement. No contractor or subcontractor may be listed in a bid for a public works project and no contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR per California Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under California Labor Code Section 1771.1(a)]. The San Francisco Public Utilities Commission authorized the Water System Improvement Program Project Labor Agreement ("WSIP PLA") on March 27, 2007 and the Second Addendum to the WSIP PLA on July 23, 2019 (collectively referred to as the "PLA"). This Project is covered by the PLA. A copy of the PLA documents are included as Section 00 73 18.20 in the contract documents. Bidders are advised that the PLA is incorporated into and made a part of any contract awarded for this Project. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of Attachment 6. The Local Business Enterprise (LBE) subcontracting requirement is 5.00%. The LBE subcontracting requirement can only be met with certified San Francisco Micro and Small-LBEs and PUC Micro & Small-LBEs. The LBE subcontractor participation requirement for this Contract is 5.00%. The LBE sub participation requirement for this contract is below 20% due to the scope of work mainly includes installation of high voltage (230kV) electrical equipment in a high voltage switchyard. This type of work is highly specialized due to the danger of high electrical voltage. Also, the site is at a remote area more than 70 miles outside of San Francisco. Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on 6Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to Attachment 6. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: Structural Steel Contractors (C-51), Reinforcing Steel Contractors (C-50), Trucking and Hauling, Electrical Contracting (C-10). A Class "A" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
