Renovation of a military facility in Olathe, Kansas. Completed plans call for the renovation of a military facility.
All questions clarifications or explanations from the site visit must be submitted in writing to the contracting officer and are due by 5/8/25. The Federal Aviation Administration (FAA) has a requirement to replace doors at the Power Services Building (PSB) at the ZKC Air Route Traffic Control Center (ARTCC) in Olathe, KS in accordance with the Statement of Work. An award for this requirement is anticipated to be made to the offeror with the lowest priced quote received on or before May 19, 2025 that can be determined fully responsive and responsible. SOLICITATION This is a competitive solicitation for a FIRM FIXED PRICE (FFP) contract. As such, any proposals received that take exception to the terms and conditions in this solicitation, proposes additional terms or conditions, or otherwise indicates within their proposal that their proposed pricing is not all inclusive of the FFP proposed, cannot be evaluated at face value in a competitive environment and will, therefore, be determined ineligible for a contract award. Any activities or costs associated with offerors proposal development and submission thereof is at the risk of the offeror and will not be reimbursed by the FAA. This solicitation is 100% set-aside for Small Businesses. SITE VISIT A site visit has been scheduled for May 6, 2025 at 0900 local time at the address below. Please contact the POC below by 5/5/25 if you wish to attend. This site visit is only to see the actual site and not for answering questions. Please mark all emails with 6973GH-25-Q-00097 in the subject line. INSTRUCTIONS Full instructions for submitting an offer are found in Section L of the solicitation document. Make sure to complete the following: (a) Completed SIR document with all pricing information in Section B and representation and certifications in Section K marked with acceptable responses. Submit as a complete document. Do not excerpt and consolidate fill-in pages. (b) Completed Organizational Experience Questionnaire (OEQ) attached in Section J with 2 projects that demonstrates the following information: - Both projects involve commercial door replacement - All projects submitted must have been underway or completed within the last five years from the closing date of this SIR - All projects must be valued at or over $50,000.00 - All form blocks must be filled in to include Customer POC contact information. ***PROPOSALS THAT DO NOT INCLUDE A COMPLETED SIR DOCUMENT AND COMPLETED OEQ DOCUMENT WILL NOT BE ELIGIBLE FOR AWARD*** EVALUATION FACTORS Evaluation factors and basis for award are found in Section M of the solicitation document. AWARD DECISION The FAA intends to award a contract to the lowest price offeror determined to be eligible for award. The FAA reserves the right to cancel this requirement at any time and without notice. OFFER DUE DATE All responses to this solicitation for quotes must be received by email to Stephen.n.branch@faa.gov on or before May 19, 2025 at 1600 (4:00 PM) Central Time. Extensions to this due date are not likely to occur. Please include "RFQ Response: 6973GH-25-Q-00099 ZKC Doors" within the subject line of your email. ESTIMATED COST: $120K-$160K *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Replace doors at the ZKC CTRB Power Services Building (PSB) The contractor shall furnish all labor, tools, materials, equipment, and supplies, necessary to accomplish the construction project, in accordance with the attached technical specifications, drawings, and all other terms, conditions, and provisions as set forth herein. The Power Services Building (PSB) is located at the Air Route Traffic Control Center at 250 Rogers Rd, Olathe, KS 66062. The Contractor shall furnish all labor, material, equipment, tools, supplies, transportation, etc. required to complete all work defined in the Statement of Work (SOW). All work performed and all materials and equipment furnished or used must be in compliance with the requirements of the SOW and be approved by authorized personnel such as the Resident Engineer (RE) or the Contracting Officer's Representative (COR). This shall include, but not be limited to, testing, inspection, scheduling, reporting, submittals, and installation in accordance with manufacturer's written instructions, installation details, and recommendations. The intent of this SOW is to replace doors, frames, and hardware with materials of similar grade and quality except as may be indicated herein. The work includes but is not limited to the following: 1. Remove four existing single and five existing double ground floor exterior doors, thresholds, seals, sealants, and hardware at the PSB. 2. Repair concrete surfaces prior to receiving new thresholds. 3. Remove four exterior frames at doors 99, 100, 104, and 106 as shown on reference drawing CE-D-6233-A03. 4. Install panic hardware on the active leaf of interior door 109. 5. Remove sealants from all door frames and thresholds for new and existing exterior doorways and apply new sealants to these surfaces. Sealant is to be applied under thresholds and to the intersections of jambs and thresholds to prevent water penetration from occurring. This includes all exterior doors at all floor levels. This includes door 202. (10 door openings in total). 6. Replace the four removed frames with new frames. DO NOT GROUT NEW FRAMES. 7. Coordination of the electric lock removal and reconnection will be done with FAA personnel. Actual removal and reconnection will be done via an existing contract by the FAA's SSDI contractor. 8. Install new doors including new thresholds, hardware, seals, and sealant. 9. Reuse recessed door status indicator. If damage occurs during the project, contractor will pay for repair by a 3 rd party. 10. Reuse external door status indicators at door 107. If damage occurs during the project, contractor will pay for repair by a 3 rd party. 11. All doors and frames, existing or new, within scope shall be prepped and painted using low VOC zinc rich primer and finish coats, match existing colors. Coordinate with FAA on door coloring. 12. Remove and dispose of all existing exterior doors, seals, sealants, thresholds, hardware and trash/debris resulting from this work. 13. Assume all door frames to be removed include lead-based paint and remove whole to preclude cutting. If cutting is unavoidable contact the COR for instructions. 14. Door signage: For door 109, replace the room name and number with an adhesivebacked sign of like-kind. Do not replace any other door signage. Salvage and return any mechanically attached signage to FAA.
