In order for a Proposer to be considered for the project. Contractor(s) shall furnish the design services and construction services specified in the RFP for the Progressive-Design-Build Services for the 30 S. Orange Ave Pocket Park & Lake Eola Gateway Entrance project.The City shall not be responsible for any submission delays or failures caused by any occurrence. Respondents are expected to examine this solicitation, specifications, associated drawings, if any, and all instructions. Failure to do so will be at the Respondent's risk. Each Respondent shall furnish the information required on each submittal form and each accompanying sheet thereof on which an entry is made. Respondents must have on their team an appropriately licensed Florida Contractor pursuant to Chapter 489 Florida Statutes to be considered responsible Respondents and eligible to be awarded a contract. Respondents must also have on their Design Build Team either (1) a Florida licensed qualifying agent to provide architectural services pursuant to Section 481.219 of the Florida Statutes or (2) be qualified and registered in the State of Florida to provide engineering services pursuant to Section 471.023 of the Florida Statutes. All questions about the meaning/intent of the Solicitation must be received in writing on to William Resto at William.Resto@Orlando.gov in the Procurement and Contracts Division, 400 S. Orange Ave., 4th Floor, Orlando, Florida 32801. .Selected Respondent(s) shall be required to provide Performance and Payment Bonds in the amount of the Contract Price. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasurys Listing of Approved Sureties, and must have at least an A- rating in accordance with the most current A.M. Best Company financial strength ratings. No award of a contract or subcontract can be made at any tier to any party which is debarred or suspended or otherwise excluded from or ineligible for participation pursuant to federal or state requirements. City of Orlando Minority & Women-Owned Business Enterprise Ordinance and Veteran Business Enterprise (VBE) program: The Respondent shall be required to comply with the City of Orlando's Minority & Women-Owned Business Enterprise Ordinance (Chapter 57) and Veteran Business Enterprise (VBE) program (Chapter 7).Living Wage Respondent is required to pay its workers, as well as its subcontractors providing services pursuant to a Contract Agreement with the City, a living wage for the time spent providing services to the City. (This provision does not include general administrative personnel unless they are assigned to a City project.) Living wage means compensation for employment of not less than $15.00 per hour for straight time, exclusive of FICA, unemployment taxes, and workers compensation insurance and employee benefits. This provision shall apply to all bid and proposal awards for services which involve City expenditures that exceed $100,000.00 per year. Responsible Contractors Policy For Contract Agreements with an estimated value of at least $100,000, the Respondent will be required to comply with the City of Orlandos Responsible Contractors Policy, which requires that Respondent pay its workers and require its Subcontractors to pay their workers on this Project an hourly wage, based on classification for the Orlando region established by the Davis-Bacon Act (hereinafter hourly wage). The applicable county is Orange County, and the construction type is: Building (FL20250218, 03/14/2025). However, no worker (at all tiers) shall be paid at a rate less than the Living Wage of $15.00 per hour. Additionally, Respondent(s) shall provide its workers and require its Subcontractors to provide their workers with health benefits, such requirement being satisfied by providing to the workers on this project either 1) health benefits through a bona fide program or 2) by increasing their hourly wage by 20%.A person or affiliate, as defined in 287.133, Florida Statutes, who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid, proposal, or reply on a contract to provide any goods or services to a public entity; may not submit a bid, proposal, or reply on a contract with a public entity for the construction or repair of a public building or public work; may not submit bids, proposal, or replies on leases of real property to a public entity; may not be awarded or perform work as a Progressive-Progressive-Design-Builder, supplier, subcontractor, or consultant under a contract with any public entity; and may not transact business with any public entity in excess of the threshold amount provided in 287.017, Florida Statutes, for CATEGORY TWO for a period of thirtysix (36) months following the date of being placed on the convicted vendor list. The City of Orlando and CRA reserves the right to waive any informalities, to reject any or all Proposals.
