4. SCOPE OF WORK 4.1. OVERVIEW The Contractor shall furnish all labor, material, and equipment necessary for the maintenance of activated carbon tanks, and de-ionization (D.I.) resin tanks, in use at the facilities outlined in this solicitation. The Bidder shall be familiar with all the equipment prior to submitting a bid response. Project has been cancelled The Contractor shall respond to the City's request for service within twenty-four (24) hours from notification by the City's Representative. No Work shall be performed on weekends or on City holidays* unless specifically authorized by City's Representative. It is important that there should be no forced downtime of the testing laboratories due to poor quality water. * The City recognized Holidays are: New Year's Day, Martin Luther King Jr. Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve and Christmas Day. 4.2. QUALIFICATIONS Minimum Requirements The Bidder shall be actively in business and have performed comprehensive maintenance and performance enhancement for reverse osmosis and de-ionization systems for a minimum of three (3) years. Provide Client References on Attachment A. 4.3. SUBMITTALS AFTER AWARD OF CONTRACT Submit in writing to the City's Representative, the procedures and equipment to be utilized for the cleaning of the Reverse Osmosis Membrane(s). 4.4. SCOPE OF WORK AND TECHNICAL REQUIREMENTS There are D.I. resin tanks (initial and inline polishing), reverse osmosis (R.O.) membrane units, activated carbon tanks (pre and post filters), and water softeners used at all facilities. Over the years, various "components" of the system, have been obtained from different sets of manufacturers whose products were compatible. For example, the pre-filters and post-filter housings, the membrane housings, the pressure switch housings, the pumps and motors, the carbon tanks --- all these may have been obtained from different manufacturers that made standard products compatible with most other manufacturers. The City does not have any preference in the manufacturers of various components if they are compatible to the current system. The type of cation and anion exchangers, the processing, and re-generation methods used (batch or continuous), are all up to the Contractor, the City has no preferences as long as the water quality is maintained as outlined in Section 4.4.A. (WATER QUALITY) and Section 4.4.B. (SPECIFICATIONS). A. WATER QUALITY Water quality produced at the laboratories must reach the level of purity as stated in the "Standard Methods for the Examination of Water and Wastewater", 23rd Edition, 9020 B. (Intra-laboratory Quality Control Guidelines) and Table 9020:II (Quality of Reagent Water Used in Microbiology Testing). B. SPECIFICATIONS 1. Specifications for Iron Bridge Laboratory: Resistivity >= 18.0 megohms-cm at 25 degree Celsius TOC < 1.0 mg/L Heavy Metals (each) Cd, Cr, Cu, Ni, Pb, Zn < 0.05 mg/l Heavy Metals Total < 0.10 mg/l Total Chlorine Residual < 0.1 mg/L Heterotrophic Plate Count, < 500 CFU/ml Use Test, Students T, <= 2.78 SiO2 as Si < 0.1 mg/L 2. Specifications for Iron Bridge Operations and Water Conserv II: Resistivity >= 6.0 megohms-cm at 25 degree Celsius NOTE: Water quality shall be maintained at the criteria stated above, 300 gallons per day level. C. EXISTING FACILITIES Listed in this Section are the facilities along with the type and quantity of units currently in use. The equipment listed below is installed to provide "pure" water for the testing laboratories at the Iron Bridge Laboratory, Iron Bridge Operations, and the Water Conserv II facilities. The "tap" water is made to pass through a series of purification stages such as a softener, an activated carbon tank, distribution system, fittings, and several pre-filters, mixed bed de-ionization resin, post filters, a reverse osmosis membrane unit, post-filters and ultraviolet (U.V.) bulbs. A "flow diagram" for each facility is shown in Exhibit "A". The City owns the reverse osmosis units, water softeners and the U.V. bulbs. The carbon tanks, and the D.I. resin tanks are owned by and leased from the Contractor. The Contractor shall provide all filters when they need to be replaced. However, filters, membranes, and bulbs need to be cleaned and/or replaced as indicated in these specifications. The City shall maintain the salt for the water softeners. NOTE: The units listed below are approximate values, the actual number at each location may vary somewhat, because a Contractor may need to add or subtract some units depending on the quality of incoming water and depending on other circumstances. It is up to the Contractor to confirm these values. Any changes necessary to maintain a minimum water quality level are the Contractor's responsibility. Three (3) - - Filter, 0.2 micron, "Big Blue 15-1" e. One (1) - -Ultraviolet (U.V.) Bulb f. One (1) - -Carbon Tank C-3 g. Four (4) - - D.I. Resin Tank, mixed bed, electronic grade h. One (1) - - Reverse Osmosis (R.O.) Membrane Unit i. One (1) - 9-7/8 inch Filter, 1 micron for R.O. Unit NOTE: The D.I. resin tanks in all three (3) facilities are mixed bed, electronic grade. Only the Iron Bridge Laboratory and Iron Bridge Operations puts a D.I. resin tank (polishing tank) in the re-circulation loop. D. MATERIALS The Contractor shall only use materials as recommended by the equipment manufacturers. E. EXECUTION 1. Maintenance Schedule The maintenance schedule and the frequency of cleaning and replacements, as mentioned below, is the minimum recommended by the City. The Contractor will be expected to perform these tasks as necessary. The important factor to note is that the quality of outgoing water (provided to the laboratories) shall be maintained as mentioned in Section 4.4.A. (WATER QUALITY) and Section 4.4.B. (SPECIFICATIONS). a. Exchange the activated carbon tanks at least twice a year. b. D.I. resin tanks shall be exchanged at least once per year. c. 10 inch 0.2 micron vent filters shall be replaced every three (3) years. d. 10 inch 0.2 micron filters shall be replaced once per year. e. 10 inch 1 micron filters shall be replaced once per year. f. 20 inch 0.2 micron filters shall be replaced once per year. g. 20 inch 1 micron filters: At Water Conserv II, replace filters once per year. At the Iron Bridge Laboratory and Iron Bridge Operations, replace as frequently as once per month. h. "Big Blue 15-1" 0.2 micron filters shall be replaced every three (3) years. This type of filter is not the conventional type filter. i. U.V. bulbs shall be replaced once per year. j. Reverse osmosis membrane units shall be cleaned and replaced, using Contractor's equipment, as required, at least once every four (4) years. k. 9-7/8 inch 1 micron filter on R.O. Unit shall be replaced four times per year. l. Water softener has a resin tank that will not normally need to be replaced, and the salt supply and labor will be the City's responsibility. Any replacement(s) will be at the City's expense. m. Any modifications to the existing system(s) required to accommodate the Contractor's equipment, shall be at the Contractor's expense. Any unit owned by the City, if it needs total replacement, will be done at City's expense. If membranes need replacement, City will pay for new membranes. Any "turnover" items or items that are "normally maintained" items such as filters, U.V. bulbs, etc., shall be the Contractor's responsibility. n. The regeneration may be done at the Contractor's or the manufacturer's facility. There is no preference for the regeneration process utilized. o. There is no preference on the manufacturers for the filters, carbon tanks, D.I. resin tanks, U.V. bulbs, etc. It is possible for the Contractor to mix and match some of the components: the critical factor is to make sure that all components are compatible and together they produce the desired water quality. p. In general, the larger filters - greater or equal to 1 micron - shall be "Nominal" rated (nominal or mechanical filters based on fiber matte). The smaller micron filters (0.2 micron and below) -- usually made of polymers, shall be "Absolute" rated. q.. All filters shall be replaced with same type as existing filter. r. Chlorine rinse is the usual method of cleaning the pipes, the pipes need to be free from chlorine before it is placed on line or the membranes in the R.O. unit will be damaged. Sterilize loop system with chlorinated water. Ensure that the chlorine goes through the loop. Clean pre-loop system when needed. The sight glass also needs to be cleaned. s. The City may request the Contractor to provide labor to make repairs and/or modifications to the system. The cost will be charged at the hourly rate as indicated on the Bid Pricing Table. 2. Maintenance Records The Contractor shall provide documentation of Work at each facility and date D.I. resin tanks.
