Site work and paving for a sidewalk / parking lot in Palatka, Florida. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The St. Johns River Water Management District ("District") desires to procure a contractor to sealcoat and restripe the Tom Lawton parking lot. The parking lot is roughly 500-feet long by 220-feet wide with six tree islands located within the parking area. Further information as outlined in the Statement of Work. There is no scheduled site visits planned for this project; however, it is recommended that you contact the District Project Manager to schedule a site visit. Every request for a written interpretation or correction must be received at least nine days prior to opening of quotes in order to be considered. Requests must be submitted by email to BPierce@sjrwmd.com. Interpretations, corrections, and supplemental instructions will be communicated by written addenda to this solicitation SCOPE Contractor's Responsibilities o Coordinate construction date(s) with District staff a minimum of one-week ahead of construction commencement. At this time, provide the District's Project Manager with product data sheets for both the asphalt crack filler material and coal tar pavement sealer including recommended application rates. Pavement sealer shall meet ASTM D5727 composition and performance standards. o Conduct a preconstruction meeting with District operations staff prior to commencing construction. o Mobilize to site and provide all labor, equipment and material to complete the project. o Both surface and ambient temperature must be a minimum of 50F and rising before applying cold applied crack fillers, oil spot primers, pavement sealers or traffic paints (materials). Ambient and surface temperature shall not drop below 50F for a 24-hour period following application of materials. Application should not commence until it is determined there is no standing water to prevent an even application and drying of the asphalt sealer. Apply materials during dry conditions when rain is not imminent or forecast for at least 24 hours after application. o Prior to any asphalt work, the entire asphalt surface shall be thoroughly cleaned of all loose debris. District staff to approve surface prior to sealcoating. o Clean light oil deposits and pretreat with a primer. Oil spots should be flash burned and primed. o Cracks of approximately 1/4 to 3/4 inches wide shall be cleared of debris and filled with an approved crack sealant in accordance with manufacturer's product specifications. o Apply two coats of the pavement sealer per the manufacturer's recommendation. The first coat shall be squeegeed. The second coat can be sprayed. o If necessary, ribbon off freshly sealed areas for overnight drying. o Restripe Parking Lot (FDOT Section 710 and 971) in same configuration as currently exists or as directed by the Project Manager. This includes parking stalls (6-inch width), ADA parking stalls and directional arrows. o Demobilize from site. The Contractor shall take care to protect all existing structures, roads, utilities and other improvements from damage. Additionally, the Work will be considered complete only after all rubbish and unused material connected with the Work has been removed and the premises of the Work shall be restored to its former condition or better at no additional expense to the District. District's Responsibilities o Provide access to contractor. o Participate in preconstruction meeting. o Secure parking lot from the public during construction o Review and approve product data sheets and application rates o Oversee all aspects of the construction. o Conduct final walk-through with Contractor The completion date for all work is June 30, 2025.
