Site work for a mixed-use development in Charlottesville, Virginia. Completed plans call for site work for a playground / park / athletic field; and water / sewer project.
Sealed bids are invited for the Darden Towe Park Grass Field #2 Project at 1445 Darden Towe Park, Charlottesville, Virgina, 22911. This project is for only the natural grass field replacement component of the work, and is generally described as supplying, tilling and top-dressing of compost over rough-grade; final laser-grading and soil preparation; installing a sub-surface drainage system; and installing sod on, and providing grow-in services, to include water monitoring, weed control, fertility and mowing, of a single Field No. 2, at the park. This work is just one component of three that involve related site work and the installation of an irrigation system; both of which are not a part of this solicitation. The contractor awarded this project will coordinate this work with that of those two separate contractors as further described on the drawings. If the County of Albemarle is closed for business at the time scheduled for bid opening, for whatever reason, sealed bids will be accepted and opened on the next scheduled business day, at the originally scheduled time The estimated construction cost range for this project is $100,000 - $250,000. A Bid Bond is required for any bid which exceeds $100,000. The "Time for Completion" will be as detailed in the Bid Form. The contract shall be awarded on a lump sum basis as follows: the Total Base Bid Amount. Contractor registration in accordance with Title 54.1, Chapter 11, of the Code of Virginia, is required. Bids to be considered shall be received in a sealed envelope marked as follows: County of Albemarle, Procurement Office, Room 248, Albemarle County Office Building, 401 McIntire Road, Charlottesville, VA 22902 / Contract: Darden Towe Park Grass Field #2 Project / IFB No. 2025-IFB-1005152. The County of Albemarle does not discriminate on the basis of race, religion, color, sex, national origin, age or disability, or against faith-based organizations as defined under the Virginia Public Procurement Act on the basis of such organization's religious or charitable character. The Contract, if awarded, will be awarded to the lowest responsive and responsible bidder, if any, provided his bid is reasonable and it is in the best interest of the Owner to accept it and subject to the Owner's right to reject any and all bids and to waive informality in the bids and in the bidding. The Bid Form may contain a multi-part Base Bid and may contain Additive Bid Items. Determination of the lowest responsible bidder, if any, will be based on the Total Base Bid amount entered on the Bid Form including any properly submitted bid modifications plus as many Additive Bid Items taken in sequence as the Owner in its discretion chooses to Award. Where the sum of the values entered in the multiple parts do not agree with the Total Base Bid amount, the Total Base Bid amount entered on the Bid Form, including any properly submitted bid modifications, shall take precedence. In the event that the Total Base Bid from the lowest responsible bidder exceeds available funds, the Owner may negotiate the Total Base Bid amount with the apparent low bidder to obtain a contract price within available funds, pursuant to 2.2- 4318 of the Code of Virginia and Section 12(c) herein. Question Deadline 05/08/2025 Bidders may not rely on any oral explanation in regard to the meaning of drawings and specifications or oral instructions given before the award of the contract Bidders must so act to assure that questions reach the Architect/Engineer at least seven (7) days prior to the time set for the receipt of bids to allow a sufficient time for an addendum to reach them before the submission of their bids. Unless otherwise specified, the Contractor shall achieve Final Completion within thirty (30) days after the date of Substantial Completion. The undersigned understands that time is of the essence and agrees that the date for Substantial Completion of the entire project shall be on or before August 29, 2025, based on a Notice authorizing Work to proceed on or before May 30, 2025, and Final Completion shall be achieved within 30 consecutive calendar days after the date of Substantial Completion as determined by the A/E. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
