Supplemental Professional Architectural and/or Engineering Design Services for Various Facility Projects for the Office of the County Engineer. Harris County is seeking multiple qualifying firms with the experience, capabilities, and qualified available staff to provide professional architectural and/or engineering design services for various facility projects for the Office of the County Engineer (OCE). All firms proposing to provide professional services to the County shall have an established staff or team capable of providing the services indicated in the Scope of Services. Harris County is committed to fostering meaningful engagement with prime contractors and subcontractors that reflect the diverse business community within the County. We are dedicated to ensuring that Minority- and Women Owned Business Enterprises (M/WBEs) are afforded fair and equitable opportunities to participate in the County's procurement process per the County's M/WBE Policy. As this is a Request for Qualifications (RFQ), the County's focus at this stage is exclusively on evaluating the expertise and qualifications of potential vendors. Upon the development of the project scope, Harris County will carefully review and assess each project to determine the appropriate M/WBE participation goals accordingly. Harris County may consider four (4) one-year renewal options, renewable one (1) year at a time, based on the same terms and conditions. Renewal is subject to approval by Harris County Commissioners Court. Once renewal options are exhausted, the contract must be rebid. Harris County reserves the right to rebid at any time as is in its best interest and is not automatically bound to renew. Harris County is seeking Statements of Qualifications from qualified architectural and engineering firms to provide professional services in connection with the design of various County facilities. The scope of services includes but is not limited to: o Programming/ Test-fit o Space Planning o Schematic design o Design development. o Construction documents o Cost Estimating o Permitting o Value Engineering o Bidding phase services o Construction Administration o Closeout documents Offerors shall submit Statement of Qualifications referencing the hypothetical project listed below. The project is hypothetical, but Offeror should prepare their qualification submittal as if they were proposing to work on this specific project. This project scope includes planning, design, and construction of a County Administration Building to meet the expansion needs of the Harris County Administration and multiple County departments needing to colocate. Successful completion of this project will provide the County with adequate space for their existing and future staffing needs; improved operational efficiency; reduced operational and maintenance expenses (through the incorporation of energy efficient / sustainable design elements); flexibility; and a facility that accommodates future growth potential. The proposed building shall include parking facility for the tenants. The proposed will be located at the same site of the existing building. Existing building is a mid-rise building with concrete structure, precast concrete, and curtain wall exterior, asphalt roofing and approximately 250,000 square feet with 9 floors. Current tenants include Auditor's Office, Budget Management Office, County Judge, County Clerk, and District Clerk. The scope of work should include demolition of the existing building. Once the submission deadline has passed, all submissions will be final. Questions relating to the bid must be submitted in writing and submitted though at online. The deadline for submission of questions relating to this bid is listed on the Event Schedule in online. All questions submitted in writing prior to the deadline will be compiled and answered in writing. A copy of all questions and answers will be released as a Public Notice to all firms through online.
