Questions to Town: 2:00pm on May 12, 2025 SCOPE OF WORK FOR QUALIFIED ENVIRONMENTAL PROFESSIONAL (QEP) The purpose of this RFP is to select QEP Firm to assist with management of the Town's FY24 Community- Wide Assessment Grant, building upon work completed under previous EPA Brownfields grants. Work conducted under this agreement will benefit the residents, business owners, and stakeholders in and near Stafford, Connecticut. No subawards are included in the Town's assistance agreement. The scope of the project activities may be expanded or reduced depending on actual project costs and the QEP's contract may be extended for additional work, depending on availability of future funding. The total funding available for the contract(s) is up to $480,000. These amounts include all QEP costs needed to perform the scope of services for all tasks described herein, including, but not limited to, all labor, expenses, subcontractor costs, equipment, supplies, materials, and permits. The Town's objective is to realize savings wherever practical to maximize the value of this grant. Furthermore, the Town may obtain additional funds that will allow the scope of work described herein to be expanded; in this event, the Town may request the selected QEP to provide supplemental cost proposal information to perform additional services. Task 1 - Cooperative Agreement Oversight 1. Assist in preparing Minority Business Enterprise (MBE)/Women Business Enterprise (WBE) form annually in collaboration with Town staff, as applicable. 2. Assist in preparing the Federal Financial Report (FFR) form at end of the reporting period in collaboration with Town staff. 3. Prepare and enter required data in Assessment, Cleanup and Redevelopment Exchange System (ACRES). 4. Prepare Quarterly Reports via ACRES. 5. Prepare final report and grant closeout material. 6. Assist Town in maintaining accurate and complete project files for each priority site. Task 2 - Outreach and Community Involvement 7. Assist Town staff with developing outreach materials for the public, property owners, residents, lenders, and developers, including a brochure and FAQ fact sheet. Translation services will be provided, if applicable. 8. Participate in at least four (4) Brownfields public meetings and/or workshops organized by Town staff, to include a kick-off meeting/Brownfields 101 (educate the public, share work plan, etc.), preassessment, Phase II results, potential cleanup and redevelopment plans, and a final community meeting prior to grant closeout (review accomplishments and next steps, cleanup plans, etc.). 9. Update Board of Selectmen as appropriate. 10. Assist with other federal requirements related to community engagement as needed. 11. The successful firm will be required to assimilate the planning and stakeholder input that has taken place previously in developing the Brownfields Program. Task 3 - Phase I and Phase II Assessments 12. Site inventory, prioritization, and eligibility determination o Assist the Town in the inventory recognized and potential brownfields sites in target areas and enter sites on GIS mapping tool. o Assist Town and Advisory Committee with establishing criteria for prioritizing sites, and ranking and prioritizing sites for Phase I investigation. o Assist in preparing site access agreements and obtaining site access from private property owners, if applicable. o Provide site eligibility information to EPA (and CT DEEP) for each site selected. o Obtain EPA (and CT DEEP) approval to conduct Phase I assessments. 13. Area Wide planning: o Assist Town and Advisory Committee in creating an areawide plan for the brownfield-impacted areas (neighborhood, district, census tract, etc.). o Assist in developing strategies for the reuse of existing infrastructure in the area. 14. Environmental Site Assessments: o Conduct planning meeting with Town to discuss approved sites. o Perform Phase I ESAs o Submit draft Phase I ESA to Town's project team members for reviews/comments o Submit final Phase I ESA to project team members. o Submit Phase I All Appropriate Inquiry (AAI) Checklist and Phase I ESA to EPA Project Officer. 15. Site Specific Assurance Project Plan (SSQAPP): to include proposed sampling and analysis strategy for review and approval by Town Staff, Advisory Committee, CT DEEP, and EPA, as necessary. o If applicable, submit EPA approved Site Specific Quality Assurance Project Plan (SSQAPP) with updated organization chart. o If additional site assessment is needed, the QEP firm will prepare a SSQAPP for the collection and analysis of applicable media samples. 16. Phase II Preparations and Investigations: The Town's goal is to complete a minimum of three (3) Phase II environmental site assessments. To implement Phase II, QEP will perform the following tasks, as necessary: o Meet with Town to review Phase I results and develop Phase II scope and budget o Submit draft Phase II Work Plan to EPA to obtain agency approval. o Maximize efficiencies and minimize negative impacts of site assessments by incorporating extreme weather considerations and sustainable principles/techniques that are applicable to Phase II assessment activities. o Perform Phase II Investigation in accordance with approved plans. o Submit draft Phase II report to project team for review and comments. o Submit final Phase II report to project team. o Following review of Phase II Report and direction by Town's project team & steering committee, the QEP shall develop a scope of work and budget for supplemental investigations, as necessary, to achieve the project objectives of completing the delineation and characterization of contaminant release areas. Task 4 - Cleanup/Reuse Area Wide Planning: 17. Cleanup & Reuse planning: o Facilitate a reuse planning process for each site to include engagement with the Town and Advisory Committee, real estate/development professionals, as well as design and engineering services. o Develop approximately three (3) draft cleanup alternatives and remediation plans for the site utilizing information from EPAs ABCA fact sheet.
