Reference Number 0000292322 3.1 The Contractor shall be responsible for the preventive maintenance program for storage tanks systems as listed in the Appendix "A". Also, the Contractor shall provide emergency service, repair, inspection and testing of all underground and aboveground storage tanks and their associated equipment and systems (Storage Tank Systems). The service will allow for the reliable and dependable functioning of the Storage Tank Systems including, but not limited to the following: 3.1.1 Perform testing and inspection of the TTC's Storage Tank Systems as per procedures and scheduled frequencies outlined in Appendix A and B. Complete the applicable Testing and/or Inspection Checklists (Checklists) and submit to the TTC within 48 hours of performing the testing/inspection. The Contractor must outline all deficiencies found during the inspections including any observed spills. The Contractor shall identify the observed deficiency, the potential cause, recommendations for correcting the malfunction and the associated cost. The Contractor shall advise the TTC if any changes to the Procedures found in Appendix A or Checklist templates found in Appendix B are required. 3.1.2 The Contractor shall lock out, tag out and immediately report findings that pose a potential risk to the health and safety of an employee and/or to the environment. The service provider must be present to assess whether the issue has been resolved and to remove the lock and tag. 3.1.3 The Contractor shall consult the Checklists from the previous inspection to confirm that the findings have been addressed. Recurring issues shall be noted on the Checklists and a high priority ranking to be included in the Checklists in situations where recurring issues could result in an environmental risk. 3.1.4 When attending a TTC facility, the Contractor shall not leave the facility without correcting or reporting an observed malfunction or deficiency. All malfunctions or deficiencies deemed to be a safety or environmental risk shall be corrected before leaving the site. Report the issue to the facility Manager and the Plant Maintenance Department Representative and identify the observed malfunction/deficiency, the potential cause, recommendations for correcting the malfunction and the associated cost. Respond to emergency or ad hoc calls/emails and conduct repairs to the TTC's Storage Tank Systems. Respond to emergency calls within 4 hours of being notified. Complete the required work identified in the emergency call in the most efficient and cost effective means possible to restore proper and safe system operation. Inform the facility Manager and Plant Maintenance representative when the work has been completed or, if completion will be delayed with an anticipated date of completion. Perform all work in a manner that ensures all Storage Tank System components and installations conform to all applicable m to all applicable legislation, standards and manufacturer's instructions. The Contractor shall ensure that any equipment replaced during a repair conforms to the most recent version of the relevant code or standard. 3.1.8 After completing repairs or performing testing/maintenance, the Contractor shall ensure all systems are fully operational and inform the facility Manager and Plant Maintenance Department Representative when the work is complete or provide a status update if the work is incomplete. All work shall be coordinated with facility management and be completed in a timely manner in order to reduce loss of functionality and impact on TTC operations. Submit a description outlining what work was performed and include photos and reports if requested. The Contractor shall respond to requests from the Plant Maintenance Department Representative or Plant Maintenance Department employees only. If personnel from a facility requests work to be completed, inform the Plant Maintenance Department Representative or designated person in Plant Maintenance Department prior to attending. The Contractor shall remove and/or advise Plant Maintenance Departments Representative of all flammable debris and any other deleterious substances that are found in and around the Storage Tank Systems. The Contractor shall 'sign in' with a facility Manager or facility office staff when they arrive at a facility before completing any work and shall 'sign out' when complete. 3.2 The Contractor shall take the full responsibility to perform all work with or without the assistance of subcontractors as required, however if any work is done by a subcontractor for or on behalf of the Contractor then the Contractor shall be responsible for managing their work and ensuring compliance to the Summary of Work. As well, full proof of their Trade Certifications must be provided to the TTC and approved by the TTC before any work can commence.
