Project involves construction of a well station for Well No. 5 with associated well pump installation, site, connecting water supply main and water main, structural, architectural, mechanical, and electrical work and associated site, water supply and water main piping. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all Plan Holder's of Record. Questions received from Bidders that do not, in Engineer's opinion, allow sufficient time to respond prior to the date for opening of Bids will not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. All Work is included in a single prime contract. Bid proposals from Minority Business Enterprises (MBE), Women Business Enterprises (WBE) are encouraged. Contract awarded under this advertisement for bids is expected to be funded in whole or part by a loan from the Safe Drinking Water Loan Program (SDWLP) for a non-federal equivalency project. This procurement will be subject to regulations contained in NR 166.11 Wisconsin Administrative Code and appropriate state statutes. Contract or contracts awarded under this advertisement for bids must demonstrate positive efforts to utilize DBEs, including MBEs and WBEs. This procurement will be subject to regulations contained in NR 166.11(4). Failure to comply may result in a sanction of up to 8% of the construction costs otherwise eligible for financial assistance being determined ineligible for financial assistance. DBEs, including MBEs and WBEs, who are prime bidders on the project must meet the same solicitation requirements unless the contract amount is in an amount equal to or greater than the applicable fair share objectives. The project will be funded in part by a loan from the SDWLP. Any contract or contracts awarded must comply with P.L. 113-76, Consolidated Appropriations Act, 2014 (Act) that includes an "American Iron and Steel (AIS) requirement that requires the use of iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of facilities funded by the SDWLP. To demonstrate Bidder's qualifications to perform the Work, within five (5) days of Owner's request, Bidder shall submit written evidence establishing its qualifications. Bids must be accompanied by Bid security made payable to Village of North Fond du Lac in an amount of 5% of BIDDER's maximum Bid price and in the form of a certified check, or an electronic Bid Bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. Prevailing wage rates for all trades and occupations involved in the Work shall be in accordance with the Prevailing Wage Rate Determination issued by the U.S. Department of Labor for this Project. Construction time is of the essence. Completion delays are subject to liquidated damages. Village of North Fond du lac reserves the right to accept the most advantageous Bid, or to reject any and all Bids. Award of Work described herein is subject to the provisions of the Wisconsin Statutes.
