Site work for a water / sewer project in Wayne, New Jersey. Completed plans call for site work for a water / sewer project.

Each proposal must be made upon the prescribed forms furnished with the contract specifications. Proposals must be accompanied by a Bid Deposit in the form of a Bid Bond, Certified Check, or Cashier's Check in the amount of ten percent (10%) of the total amount bid, provided said check or bond not exceed $20,000.00. Each Bid Deposit must be uploaded via the Vendor Questionnaire. 1. Each successful bidder shall be required to comply with all provisions of the New Jersey prevailing local wages as determined by the New Jersey Department of Labor and Workforce Development. 2. Per N.J.S.A. 34:11-56.51 no contractor shall bid on any contract for public work as defined in section 2 of P.L.1963, c. 150 (C.34:11-56.26) unless the contractor is registered pursuant to this act. 3. Per N.J.S.A. 52:32-44 successful bidder must have a registered Business Registration Certificate (BRC) with the State of New Jersey prior to contract award. 4. Per N.J.S.A. 52:25 24.2 (P.L. 1977, c.33, as amended by P.L. 2016, c.43) bidders must provide their Ownership Disclosure Certification with the name(s) and address(es) of any owner, stockholder, or partner holding an interest of 10% or more of said business with bid proposal, failure to provide the same is a non-waivable defect. 5. Bidders are required to comply with the requirements of New Jersey Law Against Discrimination N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (P.L. 1975, c. 127) The pre-bid meeting is not mandatory but highly recommended for any vendor wishing to attend. RSVP for the pre-bid meeting is not required. Vendors should become familiar with specifications prior to meeting. The CONTRACTOR shall furnish all labor, materials, equipment, and means to perform Tank Maintenance on the three (3) tanks identified in this specification: The Jackson Ave. Tank, located at 130 Jackson Ave., Sanderling Tank, located on Sanderling Rd, and the Point View Tank, located at 37 Foxboro Rd. All three (3) tanks are located in Wayne, NJ. The OWNER of these tanks is Wayne, NJ The Work includes, but is not limited to, the following: A. 1,000,000 Gallon Jackson Ave. Tank 1. Surface preparation and repainting of the interior wet surfaces, as per Section 9950. 2. Surface preparation and repainting of the valve vault piping, flanges, and valves, and interior dry surfaces, as per Section 9960. 3. Surface preparation and repainting of the exterior surfaces with Class 2A Rigid Containment, as per Section 9970. For the Logo - Paint the word "WAYNE" centered on two sides of the tank in 6'X6' block letters 1' apart. 4. Allow for up to two (2) months of scaffold rental for AT&T and T-Mobile to relocate their facilities per Bid Form and Section 01520. 5. Excavate soil to expose top 6" of concrete ring wall foundation and backfill upon cure of CIM 1000. 6. Perform concrete foundation repair by removing unsound or damaged concrete, and resurfacing, as per Section 3300. 7. Remove areas of loose or damaged grout on exterior legs and riser, as well as interior dry area wet and dry risers, and replace with non-shrink, nonmetallic grout. Apply sealer, such as CIM 1000, or equivalent, to exposed exterior foundation, fully cured grout, base plate, and bottom 4" of legs and dry riser, as well as the dry area floor between the wet and dry risers, grout under both risers, base plates, and up 4" on the dry area surfaces of the wet and dry risers, including appurtenances, as per Section 7900. 8. Remove existing name plate. Install new stainless-steel bracket and new name plate, as per Section 5500. 9. Replace two (2) anchor bolt nuts at bases of leg and riser: One (1) 1-1/2" diameter leg anchor bolt nut, and one (1) 1-3/4" diameter riser anchor bolt nut. 10. Remove existing screen at overflow air gap and replace with a flanged end and new neoprene rubber duck bill style check valve, as per Section 5500. 11. Install new overflow pipe below air gap, at base, as shown in drawings and as per Section 5500. 12. Replace existing roof handrail assembly with new OSHA compliant 32' diameter roof antenna corral, reinforced to accommodate additional loads imposed by antenna brackets and mounts, as per Section 5500. 13. Replace the existing 24" diameter wet access roof manhole with a new 30" diameter hinged roof manhole with 6" rain lip, 2" overhanging cover, and lockable hasp, as per Section 5500. 14. Install a new bolted 24" diameter roof ventilation manhole with 6" rain lip, as per Section 5500. 15. Replace existing roof vent with a new 24" diameter flanged vent neck and new 24" diameter frost-free aluminum pressure vacuum (PV) vent, as per Section 5500. 16. Seal unused penetrations on vertical access tube face and any other locations with new fillet welded patch plates, as per Section 5500. 17. Seal existing access tube vent gap with neoprene rubber gasket, as per Section 5500. 18. Remove all banded cables, stud welded, and partially bolted antenna mount pads and brackets. On top of tank coordinate with Township IT/Communications provider to replace with welded Z-brackets (exterior cables), and fillet welded mounts with bolted on uni-struts (dry area cables), and bolted attachments to new roof corral, as per Section 5500. Leg mounted cell carrier cable and equipment supports are not to be welded and are by the cell carriers. 19. Remove existing weir box cover plate. Install a new 6" high rain lip from existing top, and hinged cover plate with 2" overhanging cover, lockable hasp, internal hand grab on cover, and internal chain to prevent hatch from opening beyond 120 degrees, as per Section 5500. 20. Replace existing 24" diameter manhole at base of wet riser with a new bolted 24" diameter riser manhole, with external davit arm, as per Section 5500. 21. Remove existing dry riser, dry access tube, and wet area ladders, and replace with new OSHA compliant ladders, as per Section 5500. 22. Install galvanized flexible cable safety climbs on new dry area ladders (2) as per Section 5500. 23. Install new stainless steel flexible cable safety climb on new wet area ladder, as per Section 5500. 24. Install new birdroom platform with OSHA complaint dry riser ladder pass through with hinged cover, and reinforced coaxial cable ports, as per Section 5500. 25. Install new vertical and horizontal clips, for dry area light and FAA light conduits, SCADA cables, and light fixtures, routed adjacent to new dry area ladders, along top of new platform, and adjacent to access tube ladder, extending to top of access tube, as per Section 5500. 26. Replace all existing dry riser light fixtures and roof FAA light fixtures with new and extend dry area light system to top of access tube extension. All new lights shall be mounted on new clips, and all conduit and wiring replaced in kind, as per Section 5500. 27. Remove hanging and floating cathodic protection conduit, conduit penetrations, supports, bowl penetrations, and roof penetrations, and grind all attachments flush. Seal all penetrations with fillet welded patch plates, as per Section 5500. 28. Seal manholes and install new gaskets and galvanized nuts and bolts on all manholes as per Section 13900. 29. Install new altitude valve and three (3) new gate valves, as shown in drawings. 30. Maintenance of operations as per Section 1520. 31. Allowance for subcontracting with the Township IT/Communications provider for antenna work on roof corral. See 1520. Question Deadline 05/20/2025 Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent no less than three business days prior to the opening of the bids.
