**As of June 20, 2025 , the project was awarded to Emmett Valley Construction , with an awarded amount of $502,738.00.** The primary scope of work is to continue the rehabilitation of the entire segment of Phelps Ave (first phase completed 2020), phase 2 will complete the segment from Posa Chanet to City Limits just past Coalinga Regional Medical Center. Improvements include griding of existing 0.63 miles of a roadway, placement of AC pavement, adjustment of existing manhole covers and utility lids, installation of striping, a new high-visibility crosswalk, 2 new ADA compliant curb ramps and 2 new solar street lights. The project does not encroach on Caltrans right of way, nor utility relocations. All work shall be completed within THIRTY (30) working days from the date of the Notice to Proceed (NTP). Each bid shall be accompanied by cash, a cashiers or certified check payable to the City of Coalinga, or bid bond issued by a corporate surety, for an amount not less than ten percent (10%) of the aggregate of the bid, as a guarantee that the Bidder will enter into the proposed contract if the same is awarded to him. Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. The City reserves the right, in its sole discretion, to reject any and all bids for any reason whatsoever, to waive minor irregularities in such bids, to determine the lowest responsible bidder, and to accept any bid. The City reserves the right, in its sole discretion, to disqualify bids, proposals, and/or affiliates as referred in the Ordinance Related to Disqualification of Contractors for Public Works Projects. The successful Bidder must possess or obtain a valid California Class A Contractors prior to the scheduled award The DBE Goal Contract goal seventeen percent (18%).
