**As of July 17, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** Construction: new groundwater well (drilling: new submersible well pump & drop piping, yard piping & fittings, site work, electrical rack & canopy, tie-in new yard piping to the existing water distribution system. This project is being funded by a SCIIP Grant from the SC Rural Infrastructure Authority (RIA). Bidders must be aware of and must comply with all applicable state and federal requirements identified in the bid documents. The low bidder will be required to complete all required documentation and submit to the engineer within ten (10) days of the bid opening. RIA must review the information and approve the contractor prior to issuance of a Notice to Proceed. Reference is made to the information included in Sections 00815 and 00818. No bid shall be considered unless the bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law and has a classification of General Contractor-Public Utilities and a sub-classification of Water and Sewer Lines with the appropriate License Group Limitation for the Bid amount. No bidder may withdraw his Bid within 90 consecutive days after the actual date of opening. A certified check or bank draft payable to the order of the OWNER, negotiable U. S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable Surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project as applicable. The Contractor shall ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. OWNER reserves the right to reject any and/or all Bids or to waive any informality in the Bidding. Bids may be held by the OWNER for a period not to exceed ninety (90) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. Question Deadline 05/23/2025 No oral interpretations shall be made to any bidder as to the meaning of the Contract Documents or any part thereof. Every request for such an interpretation shall be made to the Engineer in writing.
