Tuesday, July 15, 2025 at 6pm (CDT) Estimated City Council Approval/Contract Award The City of DeSoto is soliciting proposals from qualified vendors for the design, supply, and installation of new playground equipment at designated city park locations. The project aims to provide safe, inclusive, and innovative play spaces that serve a diverse community and promote physical activity, creativity, and social engagement for children of all abilities and age groups. All play system elements must meet and/or exceed all federal, Consumer Product Safety Commission (CPSC), American Society for Testing and Materials (ASTM) and International Playground Equipment Manufacturers Association (IPEMA) guidelines. The following General Scope of Work is envisioned for the project and should be considered when responding to the RFP. Nothing in this description shall be construed to limiting the potential scope of work to this description or to requiring that this description be included in the final scope of work for the project. Nothing in the following General Scope of Work should be construed as limiting the types of work that a potential Contractor may address in a response to this Request for Proposals. Responders should address all services which, based on their experience, are deemed necessary to achieving the City's employee benefits goals. The intent ofthis request is to secure a qualified Contractor capable of supplying, delivering, and installing all playground equipment and safety surfacing materials. The installation must be in full compliance with the scope of work outlined herein, as well as all applicable standards and guidelines established by the American Society for Testing and Materials (ASTM) and the Consumer Product Safety Commission (CPSC). The Contractor must ensure that all equipment and surfacing meet or exceed these standards to guarantee the safety, durability, and accessibility ofthe playgrounds. The playground equipment should include a variety of play components designed to accommodate children ages 2 through 12 years old, with a particular emphasis on equipment suitable for children aged 2 to 8 years. The equipment may be provided as one or more integrated structures or separate units, depending on the design. The playground should be designed to accommodate the widest possible range of physical and social activities that promote fun, physical fitness, and social interaction among children. Play activities to be considered and incorporated include, but are not limited to, balancing, climbing, crawling, hanging, imaginative play, manipulating objects, pushing, pulling, riding, seesawing, sitting, sliding, swinging, and whirling. The playground equipment may be constructed from metal, plastic, or a combination of these materials. The color scheme for all equipment shall consist of earth-tone colors to harmonize with the natural environment ofthe parks. All playground equipment must be in full compliance with the latest standards and guidelines issued by the American Society for Testing and Materials (ASTM) and the Consumer Product Safety Commission (CPSC). Additionally, the equipment shall be fully accessible to children with disabilities, in accordance with all applicable State and Federal laws, including the Americans with Disabilities Act (ADA). Each proposal shall recommend and include a safety surface material that is believed to provide the best value for the money, balancing safety, durability, accessibility, and cost. A portion ofthe safety surface shall be designed to be handicapped accessible, ensuring that children with mobility impairments can safely access and enjoy the playground. The City ofDeSoto plans to have the successful bidder install the playground equipment and safety surfacing. Each proposal shall include the total cost for the complete installation ofthe equipment and safety surface. The successful bidder shall provide all necessary insurance coverage required for the installation portion of this project. The City will be responsible for removing the existing playground equipment and safety surface material prior to the start ofthe project.
