36C78625B0026_1, 902-MM-FY25-010, 902CM3007 The VA National Cemetery Administration seeks to procure a qualified Contractor to complete all activities associated with the open trench installation of approximately two hundred and seventy-five (275) linear feet of underground electrical and telecommunication conduits and cables, approximately two hundred and thirty-one (231) linear feet of underground sewage line, and approximately two hundred and seventy-five (275) linear feet of underground water line. The Contractor shall furnish all labor, materials, equipment, tools, supplies, testing, and supervision to provide water, sewage, electrical and telecommunication services to the trailer at the Roseburg National Cemetery, located in Roseburg, Oregon. Work includes, but is not limited to, connecting water and sewage lines to trailer and connecting cables to existing panels in the Administration Building's Mechanical and IT Rooms, installing cables and conduits from the panels to the trailer, saw cutting concrete and rebar, trenching, backfilling, replacing the concrete pavement, and other work as indicated. Work shall be accomplished in accordance with Veterans Administration, Federal, State, and Local Code requirements, and in compliance with the National Standard Plumbing Code (NSPC), National Electrical Code (NEC), the National Electrical Safety Code (NESC), and the Electronics Industry Association/ Telecommunications Industry Association (EIA/TIA) guidelines. All work shall be conducted in such a manner to minimize the impact on Cemetery operations. A schedule that minimizes the effect on normal Cemetery operations will be submitted to and approved by the Cemetery Director and the Contracting Officer's Representative (COR) prior to the start of work. Site work will be accomplished between the hours of 7:00 a.m. and 4:30 p.m., Monday through Friday. No work will be performed on Federal Holidays. All work shall be coordinated with the COR. Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price or time. Project Location: Roseburg Point National Cemetery, 913 NW Garden Valey Boulevard, Roseburg, OR 97471. Item 001: Furnish and Install Electrical, Sewage, Water and Telecommunications Conduits, Cables, Hardware, and Equipment. 1. General Information A. Initially there will be three employee workstations in the trailer, each with a computer and phone. Additional workstations may be added in the future. The Contractor shall install electrical and telecommunications conduits, cables, hardware, and equipment to accommodate four workstations, a printer, office lights, and air conditioning and heating units. 2. Electrical System A. The Contractor shall furnish and install all required components for a complete electrical system. B. The Contractor shall connect the electrical cables to an existing panel in the Administration Building's Mechanical Room. The cables must meet NEC standards. C. The Contractor shall conceal all electrical conduits in the walls, partitions, and above the ceiling in the Administration Building. Conduits in rooms without ceilings may be exposed. D. The Contractor shall be responsible for all openings required in the walls. All wall penetrations shall be fire caulked as required in NFPA 101 Life Safety Guidelines. E. The electrical conduits and fittings shall be a minimum 2-inch, Schedule 40 PVC, UL Approved. All PVC conduit joints shall be joined with PVC cement. F. The Contractor shall provide a 24-inch minimum separation between the electrical and telecommunications conduits. G. A 100-amp breaker box is installed in the trailer. Power and fiber optic wall outlets are also installed. H. The Contractor shall install two welded ground rods. I. The Contractor shall conduct testing of the electrical system prior to turnover. Cables shall be tested to verify continuity, integrity, and polarity. Equipment is certified if it has been tested. 3. Telecommunications System A. The Contractor shall furnish and install all required components for a complete telecommunications system. B. The Contractor shall connect the CAT6Acables to an existing panel in the Administration Building's IT Room. The cables must be CAT 6A and meet EIA/TIA standards The cables must be CAT 6A and meet EIA/TIA standards. C. The Contractor shall conceal all telecommunications conduits in the walls, partitions, and above the ceiling in the Administration Building. Conduits in rooms without ceilings may be exposed. D. The Contractor shall be responsible for all openings required in the walls. All wall penetrations shall be fire caulked as required in NFPA 101 Life Safety Guidelines. E. The telecommunication conduits and fittings shall be a 2-inch, Schedule 40 PVC, UL Approved. All PVC conduit joints shall be joined with PVC cement. F. The Contractor shall provide a 12" -inch minimum separation between the electrical and telecommunications conduits. G. The Contractor shall install a minimum of six (6) lines of CAT 6A cables in the telecommunications conduit. H. The Contractor shall conduct testing of the telecommunication system prior to turnover. Cables shall be tested to verify continuity, integrity, and polarity. Equipment is certified if it has been tested. I. All terminated CAT6A cables shall be guaranteed by the installer to meet continuity and system design loss criteria. 4. Water System A. The Contractor shall furnish and install all required components for a complete Sewage system. B. The Contractor shall connect the Sewage lines to an existing system in the Administration Building. The water lines must meet National Standard Plumbing Code (NSPC) standards. C. The Contractor shall conceal all lines in the walls, partitions, and above the ceiling in the Administration Building. D. The Contractor shall conduct testing of the water system prior to turnover. Lines shall be tested to verify no leaks. Equipment is certified if it has been tested. 5. Sewage System A. The Contractor shall furnish and install all required components for a complete water system. B. The Contractor shall connect the Water lines to an existing system in the Administration Building. The water lines must meet National Standard Plumbing Code (NSPC) standards. C. The Contractor shall conceal all lines in the walls, partitions, and above the ceiling in the Administration Building. D. The Contractor shall install two welded ground rods. E. The Contractor shall conduct testing of the water system prior to turnover. Lines shall be tested to verify no leaks. Equipment is certified if it has been tested. 002: Excavate, Compact, and Backfill Trench. Replace Concrete Pavement and Rebar. 1. Trench Excavation A. The length of the trench between the Administration Building and the trailer will be approximately 150 linear feet. B. The Contractor shall route the exterior conduits under existing driveways and sidewalks . Remove and replace as necessary. Choose a path to avoid landscaping and underground utilities. C. The Contractor shall saw cut and remove the existing concrete pavement including base materials and excavate the trench to a depth as per attached detail. . D. There is an underground stormwater detention structure in the maintenance yard adjacent to the Administration Building . Select a trench route from the Administration Building to the trailer to avoid conflict with the storm water detention structure and other utilities. 2. Conduits and Cables A. All electrical and telecommunications cables in the trench shall be encased in separate 2-inch minimum Schedule 40 PVC conduits with a 24-inch minimum separation between the conduits B. The conduits shall have a 24-inch (minimum) to 30-inch (maximum) cover under the finished grade (Figure 2). 3. Water and Sewage A. All water and Sewage lines in the trench shall be below the Conduit and Cables and in accordance with local and/ or State standards Roseburg National Cemetery Utilities for Trailer project scheduled for May 30 at 9:45am Pacific time meeting at the admin building due June 9th Bids due and bid opening is June 23 2PM EST NAICS code 237990 is applicable for this procurement with the small business size standard of 45 million.
