This project requires 18% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 23, 2025, at 9:00 AM at the Region One, District One Office in Schaumburg. Phase II engineering services under this project, as governed by Structural Services Manual latest edition and by Structure Information and Procedure Manual latest edition, are required to cover Bridge Inspection services of various bridges throughout District One. Bridge Inspection Services shall be completed within required interval. Reports documenting Bridge condition and deficiencies shall be prepared and submitted within specified time frame. Inspection type may include, but are not limited to, Routine NBIS, Nonredundant Steel Tension Members, Element Level, Complex Bridge Inspection including Moveable bridges, Tunnel Inspection, vertical clearance measurements, maintenance repair recommendations, impact beam damage evaluations and measurements, cross sections and substructure element depth checks, deck coring and testing, documentation of structures with known deficiencies, and/or deck infrared thermography. During assigned inspections, Non-Destructive Testing may be required to evaluate condition of elements within the structure. This may include, but not limited to, Pins, Links and hangers. All inspections must be completed in accordance with the National Bridge Inspection Standards (NBIS) and IDOT Bridge Inspection Policy. The scope of work for this contract may include Agency Designated Program Manager duties associated with the NBIS. The completion date for this contract will be 48 months after authorization to proceed. The Prime firm must be prequalified in the Structures (Highway: Advanced Typical) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
