The purpose of this project is to construct and commission GAC treatment systems within a new treatment building at the Village's Well Nos. 3 & 4 site. Any bidder requiring documents to be shipped shall make arrangements with the printer and pay for all packaging and shipping costs. Alternatively, digital copies of the Bidding Documents may be obtained from the online download for a non-refundable fee of One Hundred Dollars ($100.00), paid by credit card. Each bid must be accompanied by a certified check or bid bond, made payable to the Incorporated Village of Sands Point, in an amount not less than five percent (5%) of the total amount of the bid, as a commitment by the bidder that, if its bid is accepted, it will enter into a contract to perform the work and will execute such further security as may be required for the faithful performance of the contract. Any bid received after the stated closing time will be returned unopened. If bids are sent by mail to the Village Clerk, the bidder shall be responsible for actual delivery of the bid to the Village Clerk before the advertised date and hour for opening of the bids. If the mail is delayed by the postal service, courier service, or in the internal mail system of the Village beyond the date and hour set for the bid opening, bids thus delayed will not be considered and will be returned unopened. The Bidder to whom the Village proposes to award the Contract will be required to furnish performance and payment bonds and the necessary insurance certificates as prescribed in the General Conditions and the Supplementary Conditions upon the execution of the Agreement within ten (10) days of the Notice of Award. The Village reserves the right to reject any or all of the Bids received, to readvertise for Bids, to abandon the project, to waive any or all informalities in any Bid received, accept any proposal which the Village determines to be the Lowest Responsible Bid in accordance with Article 5-A of the General Municipal Law, and accept any proposal which the Village decides to be in the best interest of the Village.
