This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 30, 2025, at 10:00 AM at the Region One/District One Office in Schaumburg. Phase II engineering services are required for a Project Management (PM) Consultant to perform work similar to an IDOT Traffic Design staff engineer and comparable staff. This position reports to the District One Traffic Operations Design Engineer and his/her delegate(s). Key staff from the PM Consultant may be required to perform work in the District offices as needed. Work from the Consultant's office will be considered based on the needs of the department. The PM staff shall provide Phase II engineering services with an emphasis in plan preparation and plan review for traffic signals, other traffic control devices and signing. Effective coordination with other staff, bureaus, municipalities, as well as other consultant designers will be required. Work will consist of, but is not limited to, design and review of accessible pedestrian equipment in compliance with current ADA and PROWAG requirements, preparation of special provisions, and cost estimates. Other work may consist of; review of multiple stages of traffic signal designs and operation, temporary traffic signals, catalog cut review, signing design, interconnect plans, various traffic control, Intelligent Traffic Systems (ITS) elements, and preparation of environmental survey requests including environmental impact maps. The work may also include traffic design administrative assistance, as needed including document processing, filing, copying, scanning, record retention. The completion date for this contract will be 60 months after authorization to proceed. The Prime firm must be prequalified in the Special Plans (Traffic Signals) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
