This project requires 24% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 24, 2025, at 9:30 AM at the Region Two/District Two Office in Dixon. Phase I and II engineering services are required for the preparation of a Combined Design Report (anticipated to be a Categorical Exclusion) and final contract plans, specifications, and estimates for reconstruction of I-57 between Grinnell Road and Armour Road. The Phase I work includes the preparation of a Combined Design Report. The work includes conducting route and land pick-up surveys, proposed design, providing maintenance of traffic, identification of roadside safety improvements, crash analysis, pavement design, and identifying drainage improvements and all other work necessary to complete the Combined Design Report. The work also includes preparing Location Drainage Studies, Roadway Geotechnical Reports, Hydraulic Reports, Structure Geotechnical Reports, and Bridge Condition Reports (BCR). Type, Size and Location plans may be required based on the BCRs. The Phase II work includes preparation of Phase II final contract plans, special provisions, and estimates (PS&E); and may consist of conducting route and land pick-up surveys; preparing structure plans; identifying utility conflicts and relocations; preparing transportation management plans, reviewing shop drawings; and all other plan drawings work necessary to complete Phase II final contract PS&E TThe Prime firm must be prequalified in the following categories to be considered for this project: Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The completion date for this contract will be 60 months after authorization to proceed The method of contractor selection has not been determined at this time.
