This project requires 14% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 23, 2025, at 10:00 AM at the Region Five/District Nine Office in Carbondale. Phase II engineering services are required but not limited to all work associated with the preparation of plans, special provisions, and estimates for traffic signals and/or intelligent transportation system (ITS) projects throughout District Nine. The proposed projects may consist of new traffic signals and/or ITS systems, modification, and modernization of existing traffic signals and/or ITS systems, system interconnect design, varying communication systems, developing IP addressing schema and emergency contract plans. Work may also include the review of plans, special provisions, and contract documents which relate to electric and traffic signal work. Phase II engineering services are also required for developing traffic signal coordination and timing (SCAT) for locations as needed throughout the district. The SCAT work could include data collection (traffic counts including bikes and peds, signal phasing signal timing equipment inventory and any other needed data, data analysis using Synchro to generate optimal signal operation plans with existing and modified signal equipment, implementation, and evaluation. A final report for each assigned traffic signal system network will be submitted. Services will also include assisting the department in the evaluation of traffic signal operation objectives, needs and traffic demand to determine if other signal control technologies are appropriate The completion date for this contract will be 60 months after authorization to proceed.
