This project requires 23% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 30, 2025, at 10:00 AM at the Bureau of Bridges & Structures Office in Springfield. Phase I/II engineering services are required to provide Routine, Nonredundant Steel Tension Member, Underwater (non-diving), Element Level and Special Inspections of bridges maintained by Non-IDOT bridge owners in District Nine. The bridges to be inspected in this contract are County, Township, and Municipal structures that are currently being inspected by the sixteen (16) County Highway Departments within District Nine. All inspections must be completed in accordance with the National Bridge Inspection Standards (NBIS) and IDOT Bridge Inspection Policy. The scope of work for this contract also includes other Agency Designated Program Manager duties associated with the NBIS. Limited projects will include Damage Inspections, Load Rating Inspections, Load Ratings, and Load Posting & Closure Reviews. The Consultant may be required to provide appropriate bridge inspection access equipment to complete some inspections. The Consultant may also be required to provide the appropriate traffic control for some inspections. The various bridge owners will furnish the Bridge File contents to the Consultant. Projects to be handled by the selected Consultant vary greatly in size and complexity, as well as timing The completion date for this contract will be 60 months after authorization to proceed.
