Question Deadline 05/29/2025 at 12:00 PM ET Direct questions or information requests related to this RFQ to: msd.procurement@cincinnati-oh.gov This project will construct new stormwater conveyance infrastructure, including approximately 2,100 linear feet of 9 ft. diameter tunneled sewer, and will reconfigure existing sewer system assets, including the McLean Avenue Sewer and the East Branch Ohio River Interceptor, to remove stormwater from the combined sewer system. The project will remove approximately 110 acres of highway drainage area, and an additional 30 acres within the Queensgate neighborhood in the City of Cincinnati through partial separation. Overflows will be eliminated at two CSOs (489 and 432) and it will reduce overflows at two other CSOs (430 and 431) for a total CSO reduction of 120 MG/TY prior to the HRT coming online at the Mill Creek WWTP. With the addition of the HRT capacity, it is estimated that this project will have enabled a total CSO reduction of 156 MG/TY. The project includes a dynamic underflow control system to maximize underflow to the interceptor, and remaining overflow will be consolidated at CSO 666, giving MSD the ability to dynamically control flows from the Central Watershed into the Mill Creek Plant and future HRT. This project will be designed and constructed by MSD but reimbursed in full by ODOT, as codified in an IGA. The project will be divided into two construction contracts with different schedules and potentially different contractors. The effort will involve design and construction coordination with ODOT on their upcoming Brent Spence Bridge Corridor projects. A general outline of work required is provided in this RFQ. It is not intended to be all-inclusive, as a detailed scope of work will be developed during negotiations with the selected Offeror. It is anticipated that professional engineering and related consulting services shall be provided to support the referenced project during the construction phase. The anticipated term of the contract resulting from this RFQ is four (4) years with one (1) twelve-month extension. Services to be provided in the construction phase may include, but are not limited to, construction administration (including RFI and construction submittal review), change management, construction inspection, railroad coordination, ODOT coordination, community outreach, material testing, field engineering, SCADA configuration development, training, Operations Manual System development, geotechnical and soil monitoring, environmental consulting, and post-construction flow monitoring. Note: All finished products and documents shall be the sole property of MSDGC.
