Renovation of a municipal facility in Stillwater, Minnesota. Completed plans call for the renovation of a municipal facility.
**As of July 02, 2025, the project was awarded to B&B Electric but the awarded amount is not available.** Washington County is soliciting bids for LED lighting conversion at the main campus in Stillwater, MN. Contractor shall provide materials and labor to replace florescent lighting fixtures with LED fixtures. The total budget for this work shall not exceed $250,000. This bid shall be awarded to the contractor who can complete the most units within budget. Priority of Work: The funding allocated for this project is unlikely to cover replacing every lighting unit on campus. Building Services aims to prioritize the units that pose the greatest challenges or require the most coordination for staff when replacing existing lighting systems. The priority order is as follows: _ Level 4 of the Law Enforcement Center, housing the County Attorney's Office. _ Remaining balance of security lighting in the Washington County Jail to include mezzanine lights on level 3, 4, and 5 Pods A - F for each level. Within the Jail pods, units shall be retrofitted with a LED retrofit kit rather than replaced due to the secure nature of the housing. _ Secure Level 1 of the Law Enforcement Center, which includes the Washington County Sheriff's Evidence Room and SWAT Garage. _ Level 3 of the Law Enforcement Center, home to Accounting, Finance, and Information Technology. _ Level 5 of the Government Center, encompassing Human Resources, the Working Board Room, and the County Board Room. Level 1 of the Courthouse. Assessment and Evaluation Contractor shall be responsible for: A. Identifying and recommending suitable LED lighting fixtures, controls, and integration systems for each area B. Specifications for LED lighting fixtures used in other areas of the county will be shared upon request. C. LED light tubes are not an acceptable option for consideration. DESIGN AND PLANNING A. Provide recommendations on dimming, motion sensors, or automated lighting control systems for optimized energy savings. B. Provide recommendations for daylight harvesting sensors and control systems for optimized energy savings. As part of the bid, provide an alternate price for installation of daylight harvesting sensors 3.5 INSTALLATION A. Standard work hours are Monday to Friday from 7am to 4:30pm. Weekends and holidays are not considered standard workdays. B. Removal and disposal of existing non-LED lighting fixtures in accordance with local and state policies. C. Installation of LED fixtures, drivers and wiring as needed to ensure compliance with local and state codes and standards. D. Ensure proper installation with minimal disruption to daily operations for Washington County Staff. 3.6 3.7 3.8 3.9 ENERGY EFFICIENCY AND SAVINGS A. Support for securing potential rebates or incentives for energy efficient lighting through government or utility programs. The utility provider for the Stillwater Government Campus is Xcel Energy. TRAINING AND SUPPORT A. Provide training to facility management staff on LED fixture and lighting control maintenance and troubleshooting. B. Offer post-installation supporting, including warranty and workmanship timelines. EQUIPMENT, MATERIALS, PARTS, SUPPLIES AND SCRAP A. It shall be the responsibility of the Contractor to provide materials and parts that are approved by the County. B. Contractor shall provide, with assigned journeyman, a suitable truck together with normal tools, equipment, and materials for completing the project. C. Contractor will provide all related materials and supplies, including a lift. Supplies and materials shall be billed monthly to Washington County D. Contractor is responsible for disposal of any scrap generated by electrical service work. Contractor shall clean up their work area to a reasonable standard upon finishing a job and ending the day. E. Contractor is responsible for keeping all secure doors closed and maintaining secure perimeters. F. Contractor will not use propriety products or systems without prior approval. VEHICLE AND TOOL FEES Vehicle and tool fees shall be included in the additional fees line on Bid Form 4 and should be allocated per unit installed. 3.10 PERFORMANCE STANDARDS All work performed under this contract shall be to accepted standards of workmanship and in compliance with the applicable provisions of the Uniform Building Code. Non-adherence to this is cause for immediate termination of service contract 3.11 3.12 3.13 FEES AND PERMITS All permits required for the work shall be obtained by the Contractor with fees reimbursed by the County ELECTRICAL INSPECTION Contractor shall be responsible for the appropriate planning, coordination and performance of electrical inspections at County facilities. Non-adherence to this is cause for immediate termination of services. CORRECTION OF WORK DEFINCIENCIES It shall be the responsibility of Contractor to correct any deficiencies, at no additional expense or cost to Washington County, within a twenty-four (24) hour period following notification of said deficiency. Determination of satisfactory work will be up to the discretion of the County's authorized representative. Careless or sloppy work will not be tolerated.
