The City of Portland, Texas ("City") hereby issues this Request for Qualifications ("RFQ") from qualified engineering firms to provide Professional Mechanical, Electrical and Plumbing Services (MEP). Purchasing Officer Name: Sandra Rodriguez Phone: 361-777-4576 Email: sandra.rodriguez@portlandtx.gov Project Overview The City of Portland, Texas, is seeking qualifications from qualified professional MEP (Mechanical, Electrical, and Plumbing) engineering firms to provide design and documentation services for the installation of a 200kW emergency backup generator, an automatic transfer switch (ATS), and to conduct an arc flash study. This work will be performed at Portland City Hall in Portland, Texas. This project is grant-funded by the Federal Emergency Management Agency (FEMA) and must comply with all applicable municipal, state and federal laws and regulations, including 2 CFR Part 200 (Uniform Administrative Requirements), as well as all applicable NFPA standards. B. Emergency Generator and ATS Installation Design The MEP Engineer will be responsible for preparing and providing detailed design documentation for the proper installation of the emergency generator and automatic transfer switch (ATS). This design work must comply with all relevant state and local regulations, including but not limited to the National Fire Protection Association (NFPA) 110, National Electrical Code (NEC), and any other applicable municipal and state requirements. The selected firm will be responsible for the following professional services: 1. System Integration: _ Design the integration of the emergency generator and ATS into the existing electrical infrastructure at Portland City Hall, ensuring proper functionality and compatibility with the existing building systems. _ Provide detailed electrical single-line diagrams, system schematics, and wiring diagrams to support the installation of the generator and ATS. 2. Coordination with Other Trades: _ Work closely with other contractors (civil, structural, mechanical, etc.) involved in the project to ensure smooth integration and proper installation of the emergency power systems. _ Address and resolve any potential conflicts with other systems during installation. C. Arc Flash Study The MEP Engineer will perform an Arc Flash Study to assess potential electrical hazards and ensure compliance with NFPA 70E (Standard for Electrical Safety in the Workplace) and other relevant NFPA guidelines. This analysis will ensure the safety of personnel working with or near electrical systems at Portland City Hall. Specific tasks will include: 1. Data Collection: _ Collect all relevant electrical system data, including equipment ratings, existing single line diagrams, transformer specifications, breaker settings, and system configurations. 2. Modeling and Analysis: _ Utilize industry-standard software to conduct an arc flash hazard analysis, determining incident energy levels, arc flash boundaries, and required personal protective equipment (PPE) for each electrical system component. _ Ensure that protective devices are set and rated properly to minimize arc flash risks. 3. Arc Flash Labeling: _ Provide recommendations for arc flash labeling for all electrical equipment, including necessary incident energy levels, shock protection boundaries, and PPE requirements. 4. Arc Flash Study Report: _ Prepare a comprehensive report summarizing the findings of the Arc Flash Study, including incident energy calculations, recommended safety precautions, and any necessary corrective actions. _ Ensure the report complies with NFPA 70E and any applicable municipal and state regulations.
