Reference Number 0000292835 Question Acceptance Deadline 2025/05/28 02:00:00 PM EDT VIA Rail Canada is requiring the services from an external party, who has a proven expertise and necessary qualifications and certifications, to perform track snow removal services at Toronto Maintenance Center. Unless otherwise specified, this SOW covers the supply of all labor, material, engineering, equipment, supervision and superintendence. It also covers the following: Compliance with all applicable VIA Policies, including but not limited to VIA's Contractor Safety Rules, Health and Safety Policy, Code of Ethics, and Environmental Guidelines. All incidental requirements necessary to carry out the activities indicated in the Contract including, but not limited to, provision of facilities, purpose-made equipment, and environmental control measures, and procurement of all necessary licenses and permits except when procured by VIA. The Contract's activities generally include, but are not strictly limited to the following: 1. In-Scope Work (Included) The Supplier shall provide the Services for the TMC as stated herein and set forth in supporting sections and appendices. 1.1 Snow clearing and removal of tracks, turnouts, derails, crossings and other special track works (further described in Section F); 1.2 Snow clearing and removal of pathways, access roads, parking, and pedestrian walkways (further described in Section F); 1.3 Snow clearing and removal of the TMC's facilities, platforms and entrances (further described in Section F); 1.4 Application of sand and/or de-icing products where required within the TMC's yard, parking areas walkways and roads (further described in Section F); 1.5 Supply and installation of markers for the purpose of preventing damages to VIA property during snow removal/clearing activities (further described in Section F); 2 Out-Of-Scope Work (Excluded) 2.1 Provision of flagging services for the protection of the works. Flagmen will be provided by VIA. 2.2 Snow removal and/or snow clearing services in areas outside of the scope as indicate in Section B; 2.3 Inspection and/or maintenance of yard assets; 2.4 Vegetation control and removal; 3. Overarching Principle: 3.1 Except as expressly provided in the above Section 2, the Supplier acknowledges that the absence of any specific task or expense stated herein, which are required to provide the Services and meet the KPIs, or for keeping with good railway engineering practice (including without limitation the laws, regulations, standards and other requirements listed below), are not valid reasons for the work to be omitted. VIA's Engineering Track Standards (NETS); VIA's Recommended Methods (RM); VIA'S GEI; VIA's Geoharzards Training (GEO); VIA's Welding Standard (WEST); VIA's Bridge Safety Management Plan (BSMP); VIA's Culvert Safety Management Plan (CSMP); ERailSafe requirements; AREMA Guidelines bearing on 'the Work"; The Railway Safety Act; 3.2 The Supplier shall perform the Services in accordance with the principle set out in Section 3.1, without additional payment, as if the same were expressly stated herein.
