Project Description As part of the Lead and Copper Rule Revision (LCRR), the City of Phoenix was required to inventory all services within the City of Phoenix Water Distribution System by October 2024. As part of an overall plan to meet the LCRR requirements, the City plans to replace galvanized services requiring replacement within the system. The City of Phoenix plans to replace the water service lines of substandard material on both the City side and customer side of the water meter. The City will identify service lines that may need to be repaired as part of this program. The contractor shall have experience in water service line replacements within public right-of-way and on-site (customer side/private property), pulling copper, excavation, assessment; work site preparation and closeout; backfill/compact and landscape/pavement restoration; disposing of galvanized and potential lead material. The contractor shall also have available resources and crews to replace water service lines in multiple areas, and/or make repairs to water service lines per Job Order Agreement. At a minimum, the Contractor will be expected to successfully perform the following construction services, including, but not limited to: Replace substandard water service line material with new copper line on the City and customer sides Water meter service connections on both City and customer sides Furnish and install water service pipe and fittings from main to meter, and meter to customer spigot identified by City staff Provide traffic control, including off-duty or uniformed police officers Repair and replacement of service saddle and corporation stop Water meter relocations Water line terminations Water service line investigation and/or assessments identified by City staff Repair water services lines in public right-of-way and on-site Restore existing landscaping, irrigation systems, including artificial landscape Removal and replacement of existing concrete curb and gutter, sidewalk, and driveways Provide permanent and temporary asphalt, concrete pavement replacement Backfill with ABC slurry in heavy traffic intersections and as needed Provide information reflecting changes to the asset registry and geographical information system (GIS) data for new and replaced services, mains, and other water asset Collect field assessment data to update the registry and geographical information system (GIS) for water services and associated water assets identified by City staff Locating and providing asset management requirements Minor design services as required to replace water services with work completed by Arizona registered professional engineer to provide plans for permitting Other services as required to support successful completion of the work and the City's interests Providing clean-up and disposal of surplus material and restoring the job sites All other emergency work as it relates to the replacement of the service line. This will be for five years or $13 million per JOC, whichever occurs first, including all JOC amendments. The City intends that each Job Order Agreement (JOA) issued under this JOC will not exceed $4,000,000 in construction costs, but in no event will any JOA exceed $4,000,000 subsequent to Council approval of the change in limits. The Contractor is required to provide performance and payment bonds in the amount of each Job Order proposal prior to executing the Agreement. During the term of the JOC, work is performed as a series of individual Job Orders. Each Job Order Agreement, initiated by the City, is defined cooperatively by the City and the Contractor. A scope, schedule, and price are agreed upon, and the Contractor is directed to proceed with the work. JOAs may include pre-construction services, construction work, project management and contract administration as comprised within the Contractor's construction management plan. Scope of Work 3.1. Job Order Contract The scope of work will vary with each JOA. Minor design services may be required for some JOAs, however, most will be designed through consultants under a separate contract with the City. City staff may design some projects. For JOAs that may require design services, the Contractor shall seek the services of an Arizona registered professional architect and/or engineer to prepare plans for permitting. It is the responsibility of the Contractor to provide cost estimating, project scheduling for design, construction and/or maintenance, and obtain permits if needed from the appropriate City departments. The Contractor is also responsible for: Knowledge of and compliance with current City of Phoenix adopted codes All other work as it relates to this JOC, and All work incidental to this JOC Prior to preparing each Job Order Agreement, a scope of work conference may be scheduled to define design and construction services required of the Contractor. The City of Phoenix will provide construction administration, inspection, and acceptance material testing for the JOAs. Assumptions about JOAs: All sites will be in the State of Arizona. The Contractor will furnish all necessary tools and test equipment required for the performance of its work in accordance with the scope of work. All customer-provided documentation is obtained within a reasonable time at project start. All customer-required approvals are provided within a reasonable and mutually agreed upon time frame. Any work required at each site outside of this scope of work will be performed in accordance with the adjustment process. Each JOA Schedule of Values must be submitted in MAG or CSI format or it will not be accepted. Use of UNIFIER, an Application Service Provider (ASP) web-based project management database, may be required during this JOC. The following information provides a guideline for utilization. Any questions related to the requirements of UNIFIER should be directed to the Project Manager. The Contractor will be required to maintain all project records in electronic format. The City provides an ASP web-based project management database which the Contractor will be required to utilize in the fulfillment of the JOC requirements. The Contractor shall provide a computerized networked office platform with broadband internet connectivity. UNIFIER training will be provided through the City of Phoenix to firms under this JOC.
