The City reserves the right to accept or reject any or all proposals; to waive any informalities in the bidding; and to enter into a contract with the bidder who, in their consideration, offered the lowest and best proposal. The City also reserves the right to hold all proposals for 60 days after the opening date, although not accepted or rejected. Prospective bidders are required to be ODOT prequalified at the time of bidding, award, and throughout the life of the construction project. The work for which proposals are invited consists of the furnishing of all labor, materials and equipment required for the Oxford Area Trail System (OATS) Phase V Construction project. Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin and are required to follow all Federal Davis-Bacon prevailing wage rate requirements
