The City of Junction City is soliciting a request for proposals to provide assistance to the City for smoke testing inspections of the City's entire gravity sanitary sewer system, training City staff on how to perform smoke testing inspections, and documenting the smoke testing results in a report. The City has approximately 45 miles of gravity sanitary sewer pipelines, which include approximately 700 manholes. The nature of smoke testing inspections is to confirm system connectivity, identify gravity sewer system defects that allow inflow and infiltration (I&I), assist in locating cross-connections between storm and sanitary sewer, and provide a permanent record of the defects including type, location, and severity. Groundwater in the City may remain high until summer, and smoke testing may not begin until groundwater has receded below the sanitary sewer system. All smoke testing must be completed by the end of September 15, 2025. A smoke testing report documenting all incidents of smoke found above ground must be completed by October 30, 2025.
