Site work and paving for a sidewalk / parking lot in Olivette, Missouri. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The Scope of Work includes removal of existing concrete, layout of new sidewalks and landings, concrete placement and landscape finish grading. The City of Olivette anticipates issuing notice to proceed in mid-June of 2025. Project and bidding questions shall be conducted exclusively via e-mail. Any questions regarding this project must be submitted to: BMcGregor@Olivettemo.com, by 3:00 pm local time on May 29, 2025. No written questions after this date or any verbal questions will be recognized. The wage rates applicable to this project have been predetermined (MO Heavy and Highway MO20250001 04/11/2025) as required by law and are set forth in this specification. When Federal wage rates are applicable and included, this contract is subject to the "Work Hours Act of 1962", (P.L. 87-581: 76 Stat. 357) and implementing regulations. Effective January 1, 2009 and pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ, hire for employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. The successful bidder must submit a sworn affidavit and documentation affirming the business entity's enrollment and participation in the federal work authorization program and that all of its employees working for the contracted services are not illegal immigrants. SCOPE OF PROJECT This work shall consist of grading/compaction of existing sub-base material, installation of compacted aggregate stone base, concrete sidewalk and entrances to driveways and associated work. The project is separated into 3 locations. Location 1 - Sidewalk Improvements along Hilltop Drive: The sidewalk will be approximately 365 feet in length and 5 feet wide from the Alice Pl/Hilltop Dr. Midblock Cross (Location 3) to Chrisholm Ct. The existing 4' wide sidewalk shall be removed. Concrete shall be placed on 4 inches of MoDOT type 5 granular base rock. The contractor shall compact the subbase prior to placing granular base material. The existing residential entrances shall be removed and replaced with concrete aprons (4 in total). Concrete for the residential entrances shall be 6-inch non-reinforced concrete on 4 inches of MoDOT type 5 granular base rock. Location 2 - Alice Place Sidewalk Improvements: The sidewalk will be approximately 185 feet in length. The sidewalk will connect to the existing sidewalk along N. Price Road and connect to the west side of the concrete entrance to the Public Works Maintenance Lot. The sidewalk will be 5 feet wide from the existing sidewalk to where just before the sidewalk becomes adjacent to the curb along Alice Place. Just before the sidewalk is adjacent to the curb, the sidewalk shall transition to 6 feet wide to just before the Maintenance Entrance. Just before the maintenance entrance, the sidewalk shall transition to line up with the existing depressed curb section for the maintenance entrance crossing. The sidewalk shall be placed on 4 inches of MoDOT type 5 granular base rock. The entrance to the Public Works visitor lotshall be removed and replaced with a new concrete entrance. The concrete for the entrance shall be 7-inch non-reinforced on 4 inches of MoDOT type 5 granular base rock. The 5-foot width for the pedestrian crossing at the entrance shall have a cross slope less than 2%. The remaining grades for the visitor lot entrance shall match into the existing grades along Alice Place and the parking lot. Location 3 - Midblock Crossing: Two new curb ramps shall be constructed (1 on the west side of Hilltop Drive and 1 on the east side of Hilltop Drive) creating a Midblock crossing as shown in Attachment A. Work at the Midblock crossing shall also consist of pavement markings for a new crosswalk as well as two pedestrian crossing signs W11-2 (30" x 30") installed on a perforated steel square tube (PSST). Estimated quantities are listed on the proposal form for bidding purposes. The final dimensions of all items shall be verified by the City of Olivette during construction. Disturbed areas that will not consist of new pavement/sidewalk shall be restored with seed. It is estimated that the contractor shall provide a strip of topsoil, 2 feet wide, on both sides of the sidewalk. Areas where topsoil has been placed shall be seeded and strawed. The City of Olivette, Missouri hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award. The City reserves the right to accept or reject any or all bids and or combination, thereof, and to waive any minor irregularities.
