Notice of Award August 1, 2025 The Class of Work is Bridge-Culverts. The Franklin Regional Council of Governments (FRCOG) will accept sealed bids on behalf of the Town of Hawley, MA for the replacement of an existing culvert located between 17-18 Ashfield Road, Hawley MA Wage Rates for this bid are subject to MGL Chapter 149, Section 26-27f inclusive. The Town has recently improved and reconstructed Ashfield Road by cutting the existing roadway down and replacing a new more robust road section on top of geotextile stabilization fabric. Now the Town of Hawley wishes to replace an existing culvert located under Ashfield Road with a 10- foot diameter corrugated metal pipe (CMP) culvert, buried 5 feet into the stream which will meet the Massachusetts Stream Crossing Standards(MSCS). The existing 42-inch diameter CMP flows an intermittent stream from 17 Ashfield Road southernly to the property of 18 Ashfield Road and is undersized and in poor condition. Existing Conditions The existing culvert is located under Ashfield Road adjacent to the east side of 17 Ashfield Road's driveway. The existing culvert is constructed of approximately 33 feet of 42-inch diameter CMP and conveys the flow of an intermittent stream southernly under Ashfield Road. The upstream and downstream headwalls are near vertical and constructed out of dry stacked stone. The intermittent stream consists of runoff from the upland area as well as a swale which runs down the northern side of Ashfield Road. The existing culvert discharges the intermittent stream to a ravine located on the property of 18 Ashfield Road. The headwalls are located very close to the edge of Ashfield Road and the driveway of 17 Ashfield Road is causing dangerous conditions. The existing culvert headwalls are beginning to fail causing the ends of the CMP pipe to be crushed. Also, the existing culvert is undersized to carry flows seen during storms causing stormwater to overtop Ashfield Road. This causes the section of Ashfield Road to become waterlogged and impassable. Proposed Project The proposed project will consist of the excavation and removal of the existing 42-inch diameter CMP culvert and headwalls to install a 50 linear feet culvert of 10-foot diameter CMP culvert. The proposed culvert will be buried 5 feet into the stream bed and will be filled with riprap and streambed material to create a natural stream bottom through the culvert. The top 5 feet of the culvert ends will be beveled at a 1 to 1 (horizontal to vertical) slope. The proposed culvert will satisfy the MSCS. The existing slopes adjacent to the roadway and driveway of 17 Ashfield Road will be regraded to create a 1 to 1 (horizontal to vertical) slope which will be armored with boulders. The proposed project will install W-beam (TL-3) guardrail per Massachusetts Department of Transportation (MassDOT) standards. The portion of Ashfield Road excavated for the project will be brought back to grade and repaired to the standards of the recent roadway improvements. Disturbed areas outside of the roadway will be loamed and seeded. This bid is being undertaken per MGL Ch30 @39M requiring a 5% Bid Bond/ deposit and 50% Labor and Materials Payment Bond. The Town of Hawley is the awarding authority and reserves the right to accept or reject any and all bids in total or in part as they may deem in the best public interest.
