The County of Spotsylvania, Virginia, invites written proposals from qualified firms to provide "oncall" professional architectural and engineering (A/E) services for various departments within the County on an as needed basis. The awarded Contract(s) will be task order based for multiple projects and may be used by all Spotsylvania County Departments. Interested firms must be capable of responding to multiple task orders concurrently during the term of the contract. The services being requested under any resulting contract(s) may include, but are not limited to professional services for the following: 1. Perform all professional services including, but no limited to: a. A/E, b. Civil, c. Structural, d. Mechanical, e. Electrical, f. Plumbing, g. Interior design, and h. Furniture, fixtures, and equipment specifications and design; 2. New construction and/or renovations phases to include, but not limited to, the following: a. Concept and schematic design, b. Design development, c. Construction documents, d. Permit applications e. Bidding and construction administration/inspection services, and f. Construction phase services; 3. Data collection, such as space needs analysis studies, programming, and recommendations; 4. Facility upgrades/renovations; 5. Relocating Departments including staff and their operations to various facilities; 6. Tenant improvements; and 7. Other related architectural/engineering services as determined by the County. All Offeror's shall comply with generally acceptable professional standards and represent that any advice and consultation provided shall be within its authority and capacity. All Offeror's shall comply with regulations, laws, ordinances and requirements applicable to any assigned project. Individual scopes of work will be established for each Task Order assigned. Each Task Order shall be accompanied by a Task Order Fee Breakdown, see Attachment G. Proposed architectural and engineering services may include but are not be limited to fire stations, general government buildings, public safety buildings, building renovations, security improvements, facility master planning, space needs determinations, and cost estimation. The County may elect to solicit individual requests for proposals for projects at the County's sole discretion. Question Deadline 05/20/2025 at 12:00 PM ET Procurement Contact: Katie Baird, M. Any contract resulting from this RFP shall have a term limit of one (1) year and may be renewable for three (3) additional one (1) year terms at the option of Spotsylvania County. Prices shall remain fixed per the negotiated rates identified in Attachment F. Any adjustments to pricing shall be agreed upon in writing by both parties. *Note Attachment F is included within this RFP so Offerors will know how pricing is to be submitted, if they are chosen for negotiation. See also Section V, Proposal Requirements, subdivision F, Cost Estimates. Attachment F shall not be included in the Offerors proposal response. The County reserves the right to provide input on the final selection of subconsultants and has ultimate discretion on whether a subconsultant may be included in the A/E Contractor's design team on any Contract or Task Order. Notwithstanding the above, the County intends to give broad discretion to the A/E Contractor to assemble a design team that will result in the best possible execution of the Contract or Task Order. Selection shall be made of one or more firms deemed to be the most qualified and best suited to perform the requested services for each of the categories identified in the Scope of Services. Spotsylvania County reserves the right to award contracts to more than one Contractor, if it is in the County's best interest in order to provide adequate services. Spotsylvania County has the right to award the contract in the aggregate, by the individual service, or any combination, whichever is in the best interest of the County. The County reserves the right to accept or reject any or all proposals received as a result of the request, to negotiate with any qualified firm or to modify or cancel in part or in its entirety the Request for Proposal if it is in the best interest of Spotsylvania County. Pre bid notes: For Mandatory Pre-Proposals, only Proposals from Offeror's in attendance at the mandatory pre-proposal meeting shall be accepted. A sign in sheet will be available and no one will be accepted into the meeting after 15 minutes past the time stated above. The method of Contractor Selection has not been Determined at this time.
