Owner's Representative Services for Roof Replacement Project Introduction : The Building Committee for the Town of Putnam requests professional services for an Owner's Representative for a roof replacement project at Putnam Elementary School. The selected firm or individual will serve as the owner's on-site representative on a day-to-day basis. Putnam Elementary School currently provides education for approximately 560 students in Grades Prek-4 and is the only elementary school in the town. Construction of the facility was completed in 1975. The facility contains general classrooms with additional spaces for art, music, gymnasium, cafeteria, library media center, and office/administration. The Town of Putnam and its Agencies and Commissions are Affirmative Action Equal Opportunity employers. Respondents to the request for proposal agree and warrant that in the performance of the work on these projects, they will not discriminate or permit discrimination against any person or group of persons on the grounds of race, color, religious creed, age, marital status, national origin, ancestry, sex, mental retardation, or physical disability. Respondents agree to provide the State of Connecticut Commission on Human Rights and Opportunities with such information requested by the Commission concerning employment practices and procedures. General The Building Committee is soliciting proposals from qualified firms or individuals (hereinafter referred to as the "Respondents") to serve as the Owner's Representative for the replacement of approximately 80,911 square feet of architectural shingles and 2,420 square feet of standing seam roof at Putnam Elementary School. The Owner's Representative is a key member of the Project Team. The Owner's Representative serves as the owner's on-site representative on a day-to-day basis. The Owner's Representative must have a good understanding of all aspects of construction, although technical skill in any particular construction trade is not necessary. The Owner's Representative must maintain a holistic view of the Project, while appreciating the details of various parts of the Work. The Owner's Representative must not attempt to fill the role of the Architect, the Contractor, the Contractor's superintendent, safety officer or any other member of the Project Team. Below are the minimum qualifications and a list of responsibilities and services the Owner's Representative shall provide. The Town of Putnam has selected Hibbard & Rosa Architects as the Architect and Young Developers, LLC as the Contractor for the Project. The Building Committee reserves the right to reject any and all responses to the request for proposal and to waive any informality in the request for proposal process. It shall be understood that the selection made by the Building Committee shall be final and conclusive and without recourse or appeal by the remaining Respondents. The anticipated start date is June 17, 2025 with anticipated completion by the end of August 2025. The method of Contractor Selection has not been Determined at this time.
