Site work and new construction of a mixed-use development in Putnam, Connecticut. Completed plans call for the construction of a medical facility; and for site work for a medical facility.
As of August 1, 2025, project was awarded to Nutts Construction LLC, awarded amount is $260,183.60. Work under this contract includes procurement and installation of a HUD-certified 3-bedroom, 2-bathroom double-wide manufactured home (mobile home), including sitework, concrete foundation, utility connections and related appurtenances; to be installed and ready for use by EMS personnel at the Town's 191 Church Street, Putnam, CT property. A satisfactory Bid Bond or Certified Check in the amount equal to five percent (5%) of the base bid shall be submitted with each bid. The Bid Bond shall be made payable to the Town of Putnam and shall be properly executed by the bidder. The successful bidder must post a one hundred percent (100%) Performance and Labor and Materials Payment Bond on notice of contract award. Award of Contract will be made, if at all, to the lowest, responsible, and qualified bidder. Installer shall be a Licensed Installer for HUD Manufactured Homes that meets requirements set forth in 24 CFR 3286. The Town of Putnam reserves the right to accept or reject any and all bids, to waive informalities, or to accept any bid deemed in the best interests of the Town of Putnam. Final award of a contract, if at all, is contingent upon availability of Town funds. This contract is subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification as Small Business Enterprises ("SBE") from the Connecticut Department of Administrative Services ("DAS"). A minimum of 6.25% of the state-funded portion must be set aside for subcontractors holding current DAS certification as Minority-, Women-, and/or Disabled-owned businesses ("M/W/DisBE"). The contractor must demonstrate good faith effort to meet the 25% set-aside goals. All bids will be considered valid for a period of sixty (60) days. No bidder may withdraw their bid within sixty (60) days after the actual date of the bid opening. The successful bidder, if any, is required to execute the contract (AIA Document A105-2017, as modified), which is included in and part of the Contract Documents. The Town of Putnam is an equal opportunity employer and requires an affirmative action policy for all of its contractors and vendors. Proposals received after the time designated will be returned to bidder, unopened. SCOPE OF WORK A. Work under this section covers furnishing and installing all materials necessary for the new double-wide HUD certified manufactured home facility. The Contractor shall include all related items of work as noted herein required to complete the specified elements of work and provide the necessary warranties for this work, for the facility to be fully functional and operational for the Town's emergency medical services (EMS) provider use. Refer to Appendix B for sketch of site layout. B. All existing site preparation, including removal of existing pavement and associated materials in the work area shall comply with state and local codes and requirements and shall be disposed of in a legal manner at the Contractor's expense. C. Contractor will perform all work by competent, trained, and properly equipped personnel in strict accordance with good manufactured facility practices and applicable industry standards. D. Contractor shall install and make ready for operation the following utilities: electricity service, drinking water, and sewer. The Town will assist in coordination with Eversource for electricity. The Town will also assist the Contractor to coordinate with the Putnam Water Pollution Control Authority (WPCA) for connections to public water and sewer utilities. WPCA connection fees will be the responsibility of the Town. E. Contractor shall be responsible for verifying all site dimensions and the labor, materials, and equipment required to complete project in its entirety. F. Contractor to provide up to four (4) test pits in the area of the concrete foundation and water and sewer utilities. Coordinate with Town for representative onsite during test pit excavation. G. All required work, not specifically described, but reasonably anticipated with this type of work shall be considered incidental and part of the lump sum fee. This includes, but is not limited to the following items of work: 1. Other demolition and preparation items not mentioned here but normally expected with this type of installation shall be included. 2. Sitework, including grading and excavation in preparation of the foundation. As necessary, removal and proper offsite disposal of unsuitable soil and backfill materials. 3. Construction of a concrete frame pier construction that meets the requirements of 24 CFR 3282.12. 4. Utility installation and connection including electrical, water and sewer. 5. Manufactured home of approximate 44-ft length by 26-ft, 8-inch width; including three bedrooms, two bathrooms, kitchen and living room. All interior electrical and plumbing components to connect to new service connections. 6. ADA aluminum ramp for accessibility at one entrance. 7. Protect components on site, including adjacent Town garage at 191 Church Street, and adjacent properties including the Putnam Fire and Police Department located on the adjacent lot. Area shall be returned to equal or better condition prior to construction activities, including pavement, grass and lawn areas. H. Contractor shall coordinate with Town during all components of the work, including prior to start of work. Weekly progress meetings shall be held during the duration of the Construction Contract. I. Note that following acceptance of manufactured home, Town will install a serviced fire alarm system. Question Deadline 06/12/2025 The bidder shall submit any questions or comments in writing to the Town Administrator no less than five (5) business days prior to the bid opening. All dimensions and quantities shall be determined or verified by the Contractor for bidding purposes. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
