Demolition, site work and asbestos abatement for a municipal facility in Monroe Township, New Jersey. Completed plans call for the demolition of a municipal facility; for site work for a municipal facility; and for asbestos abatement for a municipal facility.

Specifications for Pre-Demolition Abatement of Various County Structures Due to the Nature of This Project The scope of work for the Pre-Demolition Abatement of Various County-Owned Structures involves the abatement, removal, and disposal of asbestos containing materials (ACM) by a Department of Labor and Workforce Development (DLWD) licensed Asbestos Contractor, as well as the appropriate treatment, removal, and disposal of lead in construction by the Contractor. The work will take place at multiple county-owned structures located in Monroe Township, Gloucester County, New Jersey. The Contractor shall be responsible for the inspection and verification of all identified ACM locations, quantities, and measurements at the following structures: 49 S. Tuckahoe Road, 49 S. Tuckahoe Road - Barn, and 1198 Franklinville-Williamstown Road. Work activities shall include, but are not limited to, the removal of existing furniture and/or debris as needed to facilitate abatement efforts, with all interior abatement conducted within a properly constructed negative pressure enclosure. The Contractor shall be responsible for the appropriate treatment, removal, and disposal of lead in construction at the following structure: 49 S. Tuckahoe Road. Work activities shall include, but are not limited to, implementation of controls needed to limit occupational and environmental exposure to lead hazards, maintenance of work area surfaces free of paint chips and dust accumulation, and the appropriate treatment, removal, and disposal of lead-containing materials or lead-based paint. Bidders shall provide all personnel, supervision, services, labor, materials, tools, equipment, and supplies for i) Mobilization, demobilization, and project management; ii) Abatement, removal, and disposal of asbestos containing material to facilitate the demolition of the referenced structures at the Site; iii) Appropriate treatment, removal, and disposal of lead in construction, including lead-containing materials or lead-based paint, to facilitate the demolition of the referenced structures at the Site. The Pre-Demolition Abatement of Various County-Owned Structures shall be substantially completed within forty-five (45) calendar days from the Notice To Proceed (NTP) and reach Final Completion within sixty (60) calendar days from the NTP. Bids will be made on the proposal form provided in the manner designated therein and required by the specifications enclosed in a sealed envelope and addressed to the Purchasing Agent, 2 South Broad St, Woodbury, New Jersey 08096, and clearly marked on the outside "date, time and name of the item being bid". Each proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond for not less than 10 percent (10%) of the total amount bid, but not in excess of $20,000, made payable to the County of Gloucester, Purchasing Department. The successful bidder will be required to furnish a bond of a surety company, satisfactory to the County, in a sum equal to 100% of the total Contract price. All bidders are required to comply with the requirements of N.J.S.A. 10:5-31 (N.J.A.C. 17:27) (Affirmative Action), N.J.S.A. 34:11-56.25 et seq. (statutes outlining the New Jersey Prevailing Wage Act), and the Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq.). All bidders are further notified that they must comply with N.J.S.A. 52:25-24.2, and submit an Ownership Disclosure Statement with the bid. In addition, all bidders must comply with N.J.S.A. 34:11-56.48 et seq. (statutes outlining the Public Works Contractor Registration Act), and the Contractor and all subcontractors must be registered in accordance with the Act. The Owner reserves the right, in accordance with all applicable laws, to reject bids, pursuant to N.J.S.A. 40A:11-13.2, or to waive any minor informalities, or non-material exceptions (deviations, or omissions) as may be permitted by law, and to award the Contract to the bid which is found to be the lowest responsible, responsive bidder. Furthermore, the Owner may, in accordance with applicable laws, request written clarification of any aspect of a bid or bids where, in the Owner's opinion, ambiguities exist. Except as allowed in N.J.S.A. 40A:11-23.3, no bidder may withdraw its bid for a period of sixty (60) days after the actual date of the opening of the bids.
