As of June 2, 2025 this project was awarded to August Winters & Sons, Inc in he amout of $185,678.41. Proposals must be sealed and clearly labeled on the outside of the envelope, the following:SEALED PROPOSALS - WAUPACA RECREATIONS CENTER BOILER REPLACEMENTS All questions regarding this RFP must be submitted in writing by 4:00pm on May 6,2025 The City of Waupaca reserves the right to reject any and all proposals, waive any proposal formalities and otherwise award a proposal that is in the best interest of the City of Waupaca. Replace (2) natural gas, hot water boilers which heat a 30% ethylene glycol fluid system. The existing boilers have 2.0 million and 1.4 million BTU input ratings. The pumping system is in a primary/secondary piping arrangement with VFD's on the secondary pumps. The new boilers shall be (2) 2.0 million BTU, natural gas, hi-efficiency, sealed combustion, condensing boilers. The boiler capacity is expected to provide approximately 100% capacity redundancy. Boilers to be Fulton XE. o Provide and install new regulator per boiler. o Project contract shall include providing and installation of new Delta Controls Boiler Management Control Panel to control the boilers / pumps / etc and report to the existing building management system. The City-wide Direct Digital Control (DDC System) is programmed and maintained by Automated Comfort Controls Inc, utilizing Delta Controls. System to be Direct Digital Logic with electric actuation. For installation and programming, contact ACC, Inc - 920.997.0780, office@automatedconfort.com o The city-wide Direct Digital Control (DDC) allows seamless communication, centralized monitoring, and enhanced operational efficiency across all facilities o E-stop to be installed by contractor. o Provide new intake and combustion venting for both boilers and provide condensate neutralizer accessory. Intake to be pvc or insulated galvanized venting. Exhaust to be double-wall stainless or cpvc o Provide all boiler/system accessories necessary for a fully functional boiler system. o Provide and install 2 thermowells per boiler (supply and return), 1 thermowell in main supply, 1 thermowell in main return, 1 differential pressure gauge per primary pump and secondary pumped, piped in Y4 black iron thread with 2 isolating ball valves and gauge snubber. o Replace the primary pumps, valves, strainers, and piping necessary to support the new boiler arrangement. Primary pumps to have VFDs for flow modulation. o All line voltage electrical to new boilers, primary pumps, and secondary pumps must be verified for proper overcurrent protection and breakers/fused disconnects provided and changed to match equipment overcurrent specifications. o Replace the secondary pumps. Replace isolation, T-duty valves, and suction diffusers. Existing pumps are sized at 150 GPM and 60 feet of head pressure. New pumps should have a capacity of 170 GPM to accommodate a future building addition. The building addition will be constructed in close proximity to the boiler room and the piping head pressure is expected to be less than or equal to the existing building piping pressure losses. o Provide a 2" valved and capped connection on the existing mains, in the boiler room or immediately adjacent, for extension in that separate project. o Provide new VFDs to control the secondary pumps speed. Update pressure sensor/control as necessary for VFD operation. o Replace the system expansion tank. A future addition is expected to add 140 gallons of fluid to the system volume. New tank(s) shall be upsized to accommodate the additional system fluid. New tank to be bladder type hung from ceiling. o Replace the rolairtrol with a coalescing type air and dirt elimination unit. Install new air vent on top of eliminator with ball valve for isolation All proposals shall be submitted in a sealed envelope by the listed date/time.
