Lowndes County Board of Supervisors requests proposals from qualified firms or individuals to provide engineering services for work related to the application and implementation process of an FY2025 Appalachian Regional Commission project related to infrastructure improvements at the proposed Lowndes County Cinco Mega-Site. This project is being funded by the Appalachian Regional Commission and other grant programs of the State of Mississippi that have been identified for the construction of the needed improvements. The Engineer will be responsible for providing all engineering services through project closeout in accordance with federal, state and local laws, regulations and policies. The scope of work includes, but is not limited to, the following: assist with the application process by providing 1.) Preliminary Engineering Reports and Cost Estimates; 2.) environmental surveys and assessments; 3.) prepare NEPA documentation including Section 106 and Section 7 correspondence; 4.) prepare plans and specifications; 5.) distribute bid documents; 6.) assist in bid opening and prepare bid tabulation; 7.) assist in the execution of construction contracts; 8.) hold pre-construction conference; and 9.) perform construction inspection including periodic reports to the County and approve all payment requests. The Lowndes County Board of Supervisors reserves the right to reject any and/or all proposals. The Lowndes County Board of Supervisors will award a contract with the qualified individual or firm whose proposal has the highest number of cumulative points issued by the selection committee and determined to be the most advantageous to Lowndes County. The contract will include scope and extent of work and other essential requirements, and the contract will be on a fixed price basis. The Lowndes County Board of Supervisors has the authority to terminate the selection at any time.
