Demolition, site work, paving and addition to a mixed-use development in Oakland, California. Completed plans call for the addition of a two-story above grade educational facility; for the demolition of a educational facility; for site work for a educational facility; for paving for a educational facility; laboratory facility; laboratory facility; laboratory facility; laboratory facility; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; and sidewalk / parking lot.

Overaa was awarded a Progressive Design Build (PDB) contract with Oakland Unified School District for this referenced project. We are evaluating early subcontracting with select trades with the District. These scopes of work include, but not limited to: Windows & doors, Roofing, Exterior Cladding Systems, Structural steel. Elevator. We are also requesting budget proposals for the remainder of the trades. The project design is currently developed to Design Development plans and specifications. Pricing should reflect the current design, criteria required in the RFP, District Standards (available herein and at OUSD website), and comprehensive solutions that provide for a complete compliant project. Please also provide any constructability input, value engineering, identification of long lead materials to procure early and maintain project schedule, or other input. This is a design build project where the subcontractor agrees to coordinate directly with the Architect, Engineers, and Contractors to ensure the design and it's details can be constructed within Subcontractor's budget. Subcontractor shall bear all risk for design-bourne changes and their resulting impacts. SCOPE OF WORK THE CONSTRUCTION OF A NEW 16,500SF TWO-STORY BUILDING HOSTING FOURTEEN CLASSROOMS, A NEW 20,600SF TWO-STORY GYMNASIUM THAT INCLUDES A WEIGHTROOM, LOCKERROOMS, AND TWO LABORATORY CLASSROOMS, A RECONFIGURATION OF A EXISTING PARKING LOT, ADDITION OF A CENTRAL CAMPUS COURTYARD. THE PROJECT SCOPE WILL ALSO INCLUDE THE DEMOLITION OF THE EXISTING GYMNASIUM. ESTIMATED COST OF THE PROJECT: The Board of Education approved construction budget is $56M for the entire Project. Project Requirements LBE and SLBE Oakland participation is encouraged for this project. Local Business Utilization (LBU) Policy: There is a 50% Local Business participation requirement on all District Capital Program construction and construction related professional services agreements. The 50% Local Business utilization requirement can be met with: 25% (or less) Local Business (LBE) participation AND 25% (or more) Small Local and/or Small Local Resident Business (SLBE/SLRBE) participation. Accepting Oakland based firms who are currently certified by the following agencies: The City of Oakland The Port of Oakland Alameda County Transportation Commission Alameda County California Public Utilities Commission Caltrans LBE - Local Business Enterprise: A firm located in Oakland and certified by the City of Oakland and/or one of the listed agencies as an LBE. SLBE - Small Local Business Enterprise: A firm located in Oakland and certified by the City of Oakland as an SLBE or VSLBE, and/or one of the listed agencies that meets the City of Oakland small business size standards. SLRBE - Small Local Resident Business Enterprise: A firm certified by the Oakland Unified School District that meets all the criteria for the SLBE and whose owner is a current City of Oakland resident. Disabled Veteran Business Enterprise (DVBE) participation is encouraged. PROJECT LABOR AGREEMENT: The school district has entered into a Project Labor Agreement that will bind all contractors and subcontractors performing work on the Project, and the DBE must agree to be bound by that Project Labor Agreement. Contractors whose scope of work are subject to SB 854 (Public Work Reform) shall register and renew annually with the California Department of Industrial Relations (DIR). DIR shall administer and enforce minimum requirements for contractors bidding and working on public works projects for compliance with prevailing wages, maintaining workers' compensation coverages, holding applicable licenses, verifying no delinquent unpaid or penalty assessments to any employee or enforcement agency, and confirming no federal or state debarments SKILLED AND TRAINED WORKFORCE REQUIREMENTS. The successful subcontractor will have to comply with skilled and trained workforce requirements pursuant to Public Contract Code sections 2600 et seq. and Education Code section 17250.62(c)(1).
