Scope of Work Task 1 - Project Management and Quality Management The Consultant will be responsible for managing, administering, monitoring, controlling, and coordinating the work defined in the contract. This task represents the labor and expenses associated with scheduling, coordinating, reporting, conducting quality management of deliverables, and communicating with SPU regarding services for this work. The Consultant will be familiar with Earned Value Management and will report project progress using EVM graphics and statistics. The Consultant must submit to SPU a schedule with deliverables and dates within 20-days of Notice to Proceed. Task 2 - Marine Corrosion Engineering and Structural Analysis Review design and as-built construction documents for the pumping system. Review previously completed inspection and analysis studies of the pumping system. The completed study documents to review will include (but may not be limited to) the following: Video and photographs Ultrasonic thickness and pit depth gage measurements. Complete Three-dimensional (3D) ultrasonic thickness (UT) scan of one representative vertical pile. Develop and run a finite element model of one mooring pile under dynamic, wave-loaded conditions while a pump station is attached to its mooring piles. Task 3 - Options Analysis Develop three (3) project options at a conceptual level. Examples of potential options include: Install impressed current cathodic protection Remove and replace piers and other corroded members with items designed to better withstand condition in the reservoir Assess options with model. Provide guidance for assessment of options. Develop planning level cost estimates for the improvement options (comparable to AACE Class 4). Identify permitting, water quality (general, and SPU-specific guidelines for watersheds), storm water management approach/other project implementation issues and associated cost and schedule impacts. Provide criteria and information to SPU for life cycle costing of options (provide initial construction capital cost, likely operational and maintenance costs over life of the facility, and replacement cycle and estimate capital costs). Develop and document nonmonetary categories for evaluating options. Organize and host workshop with SPU to discuss options and options evaluation. Develop and document scores for each option for each of the nonmonetary score categories. Prepare technical memorandum/project report summarizing the options analysis work. The estimated cost for this options analysis contract phase is $450,000. Optional work elements in subsequent project phases that may follow the options analysis include: Design services, permitting/SEPA Community outreach support services Construction support services The estimated cost of these potential future phases is to be determined but will be related to the construction cost and complexity of the option that SPU implements (the range is expected to be roughly $2,000,000 to $20,000,000 depending on the project option that is pursued.) Insurance requirements may be increased depending on the project option that is pursued. Licensing and certification requirement: Washington State Civil PE license
