Demolition and site work for a residential development in Blue Springs, Missouri. Completed plans call for the demolition of a residential development; and for site work for a residential development.

The purpose of this Request for Proposal (RFP) is to obtain competitive proposals from qualified companies capable of demolishing two abandoned houses owned by the City of Blue Springs. The RFP states the overall scope of services desired and specific functionality as well as required Contractor qualifications. This RFP provides prospective companies with sufficient information to enable them to prepare and submit proposals for consideration by the City of Blue Springs, Missouri (hereafter referred to as "the City") to satisfy the needs as outlined in the scope of services. The selected Contractor will demolish two abandoned houses owned by the City of Blue Springs, legally dispose of materials from the demolition, and backfill, grade, and seed the open lot to finish grade. The houses are located at 1401 NW Vesper St. Blue Springs, MO 64015 and 208 NW 15th St. Blue Springs, MO 64015. The term of the agreement will be for the job to be started and finished as soon as possible once the bid is awarded and contracts signed. The selected Contractor will work with Parks and Recreation staff to determine appropriate times to complete the work. Demolition of Abandoned Houses - Provide all labor, material, and equipment necessary to demolish, haul away material, backfill, grade, and overseed abandoned house lot owned by the City of Blue Springs. The contractor must provide all safety equipment required to complete the job. Debris removed from the property must be disposed of legally and fully to bring job to finality. Final approval by the Superintendent must be made prior to invoicing. Both properties must be demolished, hauled away, backfilled, graded, and seeded to complete job. Both houses are abandoned and once given the approval to begin work, anything inside the property is subject to be demolished and hauled away. Both lots must be seeded with a construction grade grass seed consisting of fescue/ryegrass mix, Superintendent will approve of seed prior to seeding. The city will provide proper documentation showing the house has had an asbestos abatement along with the removal and documentation of all utilities by respective utility companies. Work cannot begin until both of these steps are completed. Question Deadline 05/27/2025 at 1:00 PM CT All questions must be submitted in writing to Derek Mayden, Superintendent of Parks, Buildings, and Grounds via email dmayden@bluespringsgov.com. The City will respond to all questions by the end of day on May 27, 2025 from Respondents online as an addendum. All proposals become the property of the City of Blue Springs, Missouri upon receipt and will only be returned to the Contractor at the City's option. Selection or rejection of the proposal will not affect this right. The City shall have the right to use all ideas or adaptations of the ideas contained in any proposal received in response to this RFP. Disqualification of a proposal does not eliminate this right. The City of Blue Springs, Missouri reserves the right to reject any or all proposals received in response to this RFP, or to cancel this RFP if it is in the best interest of the City to do so. Failure to furnish all information or to follow the proposal format requested in this RFP may disqualify the proposal. Any exception to the Scope of Work must be identified in the proposal. The City reserves the right to waive any variances from the original RFP in cases where the variances are considered to be in the best interest of the City. Bid date notes: Each proposal shall consist of two originals of the complete proposal. The submittal must include all attachments and signatures, where applicable. Contractor MUST initial each page acknowledging full understanding of requirements. It is the responsibility of the Contractor to ensure that their proposal is received in the Parks and Recreation Office, prior to the deadline. Companies mailing proposals should allow ample mail delivery time to ensure timely receipt of their proposals. Proposals received after the deadline for receipt of proposals will not be opened or considered. Proposals must be clearly identified as a proposal for the City of Blue Springs, Missouri "Demolition of City Owned Properties" and must show such information on the outside of the proposal packet. Proposals will not be accepted by facsimile or email transmittal. Do not staple or submit bid in any type of binder; binder clips are acceptable.
