Demolition, site work and paving for a sidewalk / parking lot in Thorntown, Indiana. Completed plans call for the demolition of a sidewalk / parking lot; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Installation of exterior electrical Lighting and power receptacles to include removal of existing exterior electrical and electrical panels, rough-in of new electrical panel, wiring, boxes and final installation of fixtures per provided construction documents. PROJECT + LOCATION Odd Fellows Building 102 - 112 West Main Street Thorntown, IN 46071 TYPE OF PROJECT Exterior Street Scaping DEADLINE TO RESPOND PROJECT SCOPE Installation of new sidewalk, benches, trash receptacles, trees and planters with grates, per provided construction documents to include demo of existing sidewalk. Specifications must include/allow for "or equal" substitutions of brand name products per 2 CFR 200.319. BIDDING, PERFORMANCE, & PAYMENT BONDS Bidding, performance, and payment bonds shall be required in accordance with: 1. IC 36-1-12-4.5 (bid bonds) 2. IC 36-1-12-13.1 (payment bonds) 3. IC 36-1-12-14 (performance bonds) 4. 2 CFR 200.326 Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by acceptable surety company, will be required of the contractor at the time of contract execution. The bonds will be in the amount of 100% of the contract price and must be in full force and effect throughout the term of the construction contract, plus a period of twelve (12) full months from the date of substantial completion. Each bid shall be accompanied by a certified check or acceptable bidder's bond made payable to the Town of Thorntown, in a sum of not less than five percent (5%) of the total amount of the highest aggregate bid, of which check or bond will be held by the Town as evidence that the bidder will, if awarded the contract, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification. DAVIS-BACON WAGES Davis-Bacon wages are not required, as this project is less than $10 million in READI/ARPA funds. BID RESPONSE In your bid documents, please also outline and/or include the following: Expected timeline (projects must be completed no later than August 29, 2025) Your firm's relevant qualifications, certifications, or licenses All information requested by Indiana Form 96 (revised 2013). Under Section III of Form 96, the bidder shall submit a financial statement. The work to be performed and the bid to be submitted shall include sufficient and proper sums for all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and so forth incidental to and required for the construction of the facilities. The Town reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days A conditional or qualified bid will not be accepted. Award will be made to the low, responsive, responsible bidder. The low, responsive. responsible bidder must not be debarred, suspended, or otherwise be excluded from or ineligible for participation in federally-assisted programs under Executive Order 12549. . Each bidder is responsible for inspecting the project site and for reading and being thoroughly familiar with the contract documents and specifications. The failure or omission of any bidder to do any of the foregoing shall in no way relieve any bidder from any obligation with respect to its bid. PAYMENT TERMS The 180 Makeover program is a federally funded program (ARPA) and is reimbursement based. Contractors will submit requests for payments to the sub- recipient (municipality), which will submit a request for payment from the state. Inaddition to an invoice, the contractor shall also submit photos of the work performed in alignment with each invoice. The first invoice is anticipated to take an average of 45 days to process, with the subsequent invoices typically moving through the system quicker.
